제3섹터의 사회적기업의 혁신적 의의

국문 초록

사회적 기업이 하나의 붐을 이루면서 사회적기업의 지속가능성에 대한 우려도 끊임없이 제기되고 있다. 사회적기업은 시장이 빈곤을 해소하지 못하고, 불평등을 심화시키며, 사회적·환경적 문제를 정부가 제대로 대처할 수 없는 사회적 환경적 맥락에서 제3부문의 역할 강화가 요청되고 있다. 제3섹터는 현재 빠르게 변화하고 있는 중이다. 제3부문의 사회적 기업은 정부 주도의 사회보장을 대체하는 존재가 아니라 상호보완하며 병행 발전되어야 할 필요가 있다. 후기산업사회인 현대는 다양하고 복잡한 사회문제들에 대처하기 위해 인적, 물적 자원을 집합적으로 동원하기 위한 네트워크나, 사회적 기업들의 재원을 풍부하게 하기 위한 사회적 자본시장의 활성화는 제3부문의 발전을 넘어 타 부문과의 동반적 발전 내지는 거시적이고 긍정적인 사회변동을 이끌고 있다. 이러한 사회변동은 사회적기업이 혁신적인 측면에서 사회 투자기능은 기업 종사자의 능력 향상에 좀 더 많은 강조가 이루어져야 한다. 사회적기업의 성과 측정에서도 종사자들의 능력 향상 여부가 중요한 척도가 되어야 할 것이다. 사회적기업의 지속가능은 제3섹터 기능으로 시민사회조직의 능력을 장기적으로 발전시키기 위해서는 조직에 필요한 자금을 지속적으로 유입시킬 수 있는 제도적 장치가 필요하다. 현재 비영리조직이나 사회적기업의 재정은 국가나 기업에의 의존 그리고 주로 모금과 자원봉사 활동을 통해 자금을 획득하는 것이 일반적이다. 제3섹터의 사회적 자본시장은 시민사회조직들의 지속적이고 장기적인 발전을 도모하는 제도적 장치들로 이는 새로운 사회저기업의 혁신을 이루어 갈 것이다. 이러한 여건은 한층 더 나아가 브라질의 사회적 증권거래소와 같은 사회적 자본시장의 원형적 형태를 도입하여 점차 발전시켜 나가는 혁신적인 정책 방향으로 나아갈 것이다. 이를 통해 시민사회부문이 국가와 더불어 사회복지의 주요한 생산자로 자리매김 할 때 정부-기업-시민사회간의 협력적 거버넌스를 위한 토대가 구축될 것이다.

영문 초록

As social enterprises create a boom, concerns about the sustainability of social enterprises are constantly raised. In the social and environmental contexts where markets cannot solve poverty but deepen inequality, and the government cannot properly cope with social and environmental problems, social enterprises are required to strengthen their roles in the third sector. The third sector is currently undergoing rapid changes. The social enterprises in the third sector should not substitute for government-led social security but the social enterprises and government-led social security should complement each other and develop in parallel. In contemporary society, which is a post-industrial society, networks intended to collectively mobilize human and material resources to cope with diverse and complex social problems, and the activation of the social capital market to enrich the resources of social enterprises are leading collective development with other sectors or a macroscopic and positive social changes surpassing the development of the third sector. In these social changes, social enterprises social investment functions should emphasize the improvement of the ability of the enterprise workers in terms of innovation. Whether the ability of the employees has been improved or not should be an important measure in the measurement of the performance of social enterprises. With regard to the sustainability of social enterprises, to develop the ability of civil society organization as a function of the third sector in the long term, institutional devices that can ensure continuous inflows of funds necessary for the organizations are necessary. Currently, the finance of nonprofit organizations or social enterprises generally relies on the state or enterprises or the funds obtained through fundraising and volunteer activities. The social capital markets in the third sector are institutional devices that promote the continuous and long-term development of civil society organizations, which will lead to the innovation of new social enterprises. Such conditions will be further improved toward the innovative policy direction to introduce the archetypal form of the social capital market like the Brazilian social stock exchange and gradually develop the markets. When the civil society is positioned as a major producer of social welfare together with the state through the foregoing, a foundation for cooperative governance among the government, enterprises, and civil society will be constructed.
