외국의 주거비보조 입법례와 시사점

국문 초록

이 논문에서는 주거복지정책의 수단인 주거비보조 제도를 중점으로 다룬다. 외국의 사례를 살펴보면, 주거비보조제도는 주거복지정책의 중요한 정책 수단으로 인식되고 있다. 주거권을 보장하기 위한 정책은 주택을 직접 보급하는 정책과 주거비를 보조하는 정책으로 나누어진다. 외국의 복지국가에서는 저소득층에게 주거비를 보조하는 제도는 오랜 기간 동안 사회정책으로 자리매김하고 있다. 2014년 우리나라에서도 주거급여법이 제정되어 있다. 우리나라에서는 주거비보조제도로는 주거급여제도가 상당한 부분을 차지하고 있다. 우리나라에서는 국가와 지방자치단체는 주거비 부담이 과다하여, 주거생활을 영위하기 어려운 저소득가구에게 주거급여를 지급하고 있다. 주거복지정책은 국가마다 사회적인 환경이 다른 만큼 국가마다 차이가 있다. 이 논문에서는 영국, 프랑스, 독일, 미국, 일본의 주거비 보조제도의 경험과 입법례를 참고하고자한다. 이 글에서는 주거급여제도의 개선방안을 다음과 같이 도출하고자 한다. 첫째, 주거급여제도와 공공임대주택정책과의 상호간의 연관성을 유지한다. 둘째, 주거급여제도와 다른 복지체계와의 연관성을 유지한다. 셋째, 주거급여제도의 시행에 따른 안정적인 재원을 확보한다. 넷째, 주거급여제도의 전달체계에서 효율성과 형평성을 갖추도록 정비한다. 이 연구는 주거급여제도를 통한, 누구든지 물리적ㆍ사회적 위험으로부터 벗어나 쾌적하고 안정적인 주거환경에서 인간다운 주거생활을 할 권리의 실현에 도움이 되고자한다.

영문 초록

This study is focusing to housing welfare system as housing benefits program. Housing allowances have become increasingly important policy instruments in the advanced welfare states. Housing allowances are part of both the housing policy and the general welfare policy. Housing policy for guaranteeing housing rights can be largely divided into supply and demand support policy. In the past as housing shortages absolutely, countries focused on housing supply support policy. Income-related housing allowance schemes have become a long-term feature of social policy in the advanced welfare states. The housing benefit law was enacted. The State and a local government shall grant housing benefits to low-income households that have difficulty living a residential life due to a heavy burden of housing expenses. Housing policy is a marginal area of social policy, and it differs widely from country to country. Drawing on experiences and legislations in ten countries including the Britain, France, Germany, US and Japan, this paper presents design of our housing benefit policy. To actualize housing benefits program, I propose is illustrated through a closer analysis of important elements of the housing allowance system. 1.Maintain a correlation between the housing benefit system and public rental housing policy. 2.Maintain relevance to housing benefit schemes and other welfare systems. 3.Provide stable financial resources through implementation of housing benefit system. 4. Improve the delivery system of the housing benefit system. The purpose of this study is to analyze housing benefits program for fulfillment of the right to live a decent residential life in a pleasant and stable dwelling environment protected against any physical or social danger.
