북한 정치 연대 전략의 실용주의 원칙

국문 초록

선행 연구와 언론은 김정은 위원장이 남한 정부와의 협상 혹은 해외 지도자들과의 외교적 관계에서 이전 지도자와 달리 실용적인 스타일이라고 평가한다. 그러나 본 연구는 북한의 실용성 우선주의는 예외적인 것이 아니라 연대 전략을 구사함에 있어 북한 지도부의 오랜 전통이며 원칙이었다고 주장한다. 이를 입증하기 위해, 사회주의에 적대적이거나 우호적이지 않은 대표적인 네 가지 계급을 선정하고 무조건 배제하기 보다는 이들에게조차 북한 지도부가 실용주의를 앞세워 평가하고 접근했음을 보인다. 단순히 사례 분석에 그치지 않고, 북한의 주체사상과 항일 무장 투쟁 기 회고록과 같은 문서를 통해 이러한 전략이 일회적인 것이 아니라 평양이 일관되게 채택해왔던 연대 전략 방식임을 입증한다. 이러한 연구 결과에 근거하여, 앞으로도 북한 지도부는 체제 밖 인물과 집단을 향해 정치 연대 전략을 구사하면서 실용주의를 가장 우선에둘 것이라고 전망한다.

영문 초록

Many experts and the media evaluate that Kim Jong Un is pragmatic in interacting with people outside the North Korean regime, which makes his leadership style differentiated from his predecessors. However, this study suggests that his pragmatic leadership style is not exceptional and is an outcome of long - standing tradition and the principle that the North Korean leaders has long emphasized from the past. To demonstrated this claim, this paper analyzes how the North Korean regime has targeted and managed four classes hostile to the socialism, and how the pragmatic style influenced the sensitive political maneuvering. Furthermore, the paper compares North Korea’s contemporary political maneuvering’s style with the era of independence struggles and the related principles of Juche ideology. The Juche ideology and the experience of anti-Japan armed struggle have substantially influenced the North Korean society. Likewise, this paper confirms that pragmatism is the bequested strategic style and the principle from the predecessors. Considering these analysis results, Kim Jong-Un is likely to emphasize the pragmatic political solidarity strategy with people or groups outside the system in the future.
