미술관 복지 측정 방법을 적용한 미술관의 노인 대상 프로그램 영향 분석 사례연구

국문 초록

고령화 사회로 진입하고 노인인구가 증가하면서 노인을 위한 문화복지에 대한 관심과 필요 역시 증가하고 있다. 미술관이 전시와 작품 수집을 위한 공간에서 벗어나면서 미술관의 사회적 역할이 강조되는 프로그램이 등장하였으며, 그 일환으로 미술관의 노인 대상 프로그램 역시 확대됨에 따라 문화복지의 측면에서 이를 평가하기 위한 현장의 필요성이 제기되었다. 영국 유니버시티 시티 런던(University City London)의 연구팀은 헬스케어와 보건복지 분야에서 노인의 위한 프로그램들의 성과 평가를 위해 사용되던 지표들을 분석, 검증하여 2015년 미술관 복지 측정 방법(Museum well-being measure toolkit)을 개발하였다. 연구팀은 연구 과정과 결과를 발표하면서 지표의 활용방법을 비영리 기관들에게 무료로 배포했으며, 영국을 중심으로 유 럽의 미술관들이 노인 프로그램 분석을 위해 미술관 복지측정 지표를 사용했다. 2017년 네덜란드의 반고흐 미술관(Van Gogh Museum)은 2014년부터 운영해온 노인 프로그램, ‘노인 반고흐를 만나다(Ouderen ontmoeten Van Gogh)’의 성과를 미술관 복지지표를 통해 분석했으며, 그 결과를 2017년 발표했다. 본 논문에서는 미술관 복지지표의 개발과정과 지표를 활용한 연구 사례를 소개 하고 이를 통해 미술관 복지지표가 현재 한국에서 실행되는 미술관의 노인교육 프로그램을 분석하는데 유용한 도구로 사용될 수 있도록 소개하고자 한다.

영문 초록

As Korea is one of the world’s fastest aging societies, there is a growing attention and need of cultural well-being programs designed for the elderly. In response to the situation, museums have expanded its roles and functions from being a space for collection and display of arts to a planner and provider of diverse programs for the senior citizens and with these changing roles of museums, demand is also growing for evaluation on the cultural welfare of these programs. In 2015, University City London research team developed “Museum well-being measure toolkit”, funded by Arts and Humanity Research Council, as a method to examine performance evaluation indices used in programs for the elderly in healthcare and welfare sector. When they published the study result, the team also released application method of the toolkit to non-profit organizations free of charge. The toolkit was used by a number of museums in UK and Europe to assess their elderly-friendly programs. Van Gogh Museum applied the toolkit to measure and evaluate performance of “Elderly meet Van Gogh Program”, the museum’s well-known age-friendly program from 2014, and published a result report in 2017. In Korea, a number of senior-focused museum programs were launched in 2005 without a clear guideline for performance evaluation. This paper aims to introduce “Museum well-being measure toolkit” and its case studies in Korea as a useful barometer to benchmark.
