북핵 억제전략의 재검토

국문 초록

본 논문은 북한과의 비핵화 협상이 계속되는 상황 속에서도 북한이 이미 보유하고 있는 핵능력과 공세적 군사전략으로 인해 한국이 처한 “전략불균형”에 주목하여, “전략적 위험관리”를 통해 북핵 억제전략을 재검토할 것을 주장한다. 한·미가 정책적 수준에서 합의한 “맞춤형 억제전략”과 군사력 건설의 기준만을 제시하고 있는 “한국형 3축체계”의 간극을 메우기 위한 억제전략 및 전략개념을 구체화하여, 억제전략의 목표, 방법, 수단을 재설정해야 한다는 것이 논문의 핵심 논지이다. 이를 위해 먼저 전략환경의 변화와 자원의 제약을 분석하고, 대상별 요구에 부응하면서 전략불균형을 해소하기 위해서는 억제전략을 재검토해야 함을 제기하였다. 위험관리를 위한 본 논문의 주장은 다음과 같다. 먼저 전쟁억제와 승리라는 전략목표는 결코 포기할 수 없는 것이라는 점에서 지속되어야 한다. 다만 북한의 핵 보유 현실을 고려할 때 “전쟁억제”가 전쟁수행에 우선해야 하며, 한반도 全 지역의 석권이라는 최종상태는 북핵위협상황에 따라 융통성 있게 적용되어야 한다. 둘째, 방법적 측면에서 전략불균형 해소를 위한 “군사력의 균형적 운용”이 필요하며, 논문은 중심(重心)에 대한 “전략적 마비”와 “공세적 거부”를 전략개념으로 제시하였다. 마지막으로 전략목표와 개념을 구현하기 위한 군사력 건설의 우선순위를 설정하여, 감내할 수 없는 피해를 부과하기 위한 “핵심능력”, 미사일방어주기를 완성하는 “주요능력”, “기반능력”으로 구분하여 전력건설의 우선순위를 정했다.

영문 초록

This paper argues that South Korea should shift the paradigm of its deterrence strategy against North Korea to “strategic risk management.” It assumes that South Korea is at risk of “strategic imbalance” due to North Korea’s advanced nuclear capabilities and aggressive military strategy. The key points of this paper are that the ends, ways, and means of its deterrence strategy should be redefined, while embodying a strategic and operational concept to bridge the gap between the “Tailored Deterrence Strategy” and the “Korean Triad-System.” To this end, it first analyzes changes in the strategic environment and constraints on resources, and argues for change in the paradigm of the deterrence strategy against North Korea to meet its needs and to correct strategic imbalances. This paper argues, first, that the strategic goal of “deterring and winning a war” must be continued: it can never be abandoned. However, given the reality of the North’s nuclear threat, “deterring war” should take precedence over war-fighting, and the end-state of war should be applied flexibly in accordance with the North Korean nuclear threat. Second, “balanced management of military force” is needed to correct strategic imbalances in the ways that strategy is pursued. This paper argues for “strategic paralysis” and “offensive denial” as strategic concepts. Lastly, it sets priorities for the development of military forces to implement strategic objectives and concepts. They are a “core capability” for retaliation, the “main capability” to complete the missile defense cycle, and “infrastructure capability.”
