국문 초록

본 논문은 북핵 위협에 대한 한국의 대비태세가 미흡한 데는 북한의 핵무기 개발 의도와 핵능력에 관한 오인식(misperception)이 결정적인 요소 중 하나였을 것이라는 가설을 설정하고, 이를 입증하는 방향으로 작성되었다. 이를 위하여 오인식에 관한 이론적 검토를 거쳐서 북한의 핵무기 개발 의도, 핵능력, 핵전략에 관하여 실제와 한국의 인식 차이를 비교하였다. 분석 결과, 한국은 북한의 핵무기 개발 의도와 관련하여 ‘전 한반도 공산화’와 같은 공세적 의도의 가능성을 무시함으로써 상당한 오인식이 존재하는 것으로 평가하였고, 능력분야에서도 공식적인 문서에 수록된 내용을 근거로 할 때 한국이 파악하고 있는 바와 실제 차이가 커서 오인식의 가능성이 있다고 평가하였다. 그로 인하여 한국에서는 북한의 핵전략을 판단해보려는 노력 자체가 매우 미미하였다. 한국은 ‘판문점 선언’과 ‘미북 정상회담’을 통하여 본격적으로 시도되고 있는 북한의 핵무기 폐기를 위한 대화와 외교적 노력을 전개하면서도 북한의 핵무기 개발 의도, 핵능력을 있는 그대로 인식하여 오인식을 최소화할 필요가 있다. 그래야 북한이 종국적으로 핵무기를 폐기할 것인지, 아니면 기만할 것인지를 파악할 수 있고, 그러한 북한의 진의를 바꾸기 위하여 무엇을 어떻게 제안해야하고, 북한의 어떤 것을 조심해야할 것인지를 알 수 있기 때문이다. 이러한 점에서 한국 정부는 북핵을 전문성 있게 평가 및 대응하는 조직을 창설하거나 전문가들의 의견을 적극적으로 수렴할 필요가 있고, 언론과 지식인들도 사실에 근거한 냉정한 보도에 노력하여야 한다.

영문 초록

This paper argues a main cause of the gap between the North Korean nuclear threat and South Korean nuclear preparedness is misperception regarding North Korean intentions and its nuclear capabilities. It introduces theories of misperception and compares reality and South Korean perceptions regarding North Korean intentions, capabilities, and strategy for its nuclear weapons. This paper concludes that there are considerable South Korean misperceptions regarding North Korean intentions because South Korea excludes the possibility that the North has offensive goals such as unification of the Korean Peninsula using nuclear weapons. A review of the lower assessment of North Korean nuclear capabilities in official documents also reveals that South Korea has misperceptions regarding North Korean nuclear capabilities. As a result, South Korea has made little effort to know and evaluate North Korea’s nuclear strategy. South Korea should try to perceive North Korea’s real intentions and capabilities as its tries to denuclearize North Korea based on the “Panmunjom Declaration” of April 2018 and the agreement at the “US-North Korea summit” in June. It must reduce misperceptions to gain an accurate understanding of whether North Korea will denuclearize or deceive South Korea and the US. It should also be confident about what it can offer to North Korea. The South Korean government should establish a new organization to assess and deal with the North Korean nuclear threat based on correct perceptions with the help of media and opinion leaders, who will deliver more facts regarding North Korea’s nuclear ambitions.
