선별적 vs. 보편적 복지지출과 빈곤에 관한 실증연구: EU국의 경험을 중심으로

국문 초록

본 논문은 유럽연합통계국(Eurostat)에서 수집한 EU 28개 회원국의 복지지출및 빈곤 자료를 이용하여 선별적 복지지출과 보편적 복지지출이 빈곤에 미치는 영향을 실증 분석하고 분석 결과를 바탕으로 우리나라 복지정책의 개선 방향에 대한 시사점을 도출한다. 특히, 대부분의 빈곤 분석에서 사용되는 객관적 빈곤지표로서 상대적 빈곤율뿐만 아니라 수혜자의 정책체감도를 가늠할 수 있는 지표로서 주관적 빈곤율도 함께 분석한다. 분석 결과, 선별적 복지지출액 中 현금지원액이 10% 증가하면 상대적 빈곤율이 0.146-0.149%p 감소하는 것으로 나타난 반면 보편적 복지지출액은 빈곤에 통계적으로 유의한 영향을 미치지 않는 것으로 나타난다. 한편, 주관적 빈곤율은 보편적 복지지출 총액이 증가할수록 감소하는 것으로 나타난다. 최근 발표된 새 정부의 국정운영 5개년 계획을 살펴보면 보편적 현금급여액과 선별적 현금급여액을 증가시키는 방향으로 복지정책이 개편될 예정이다. 본 논문의 분석 결과에 비추어 볼 때, 이러한 개편 방향은 빈곤 감소에 효과적일 것이라 예측할 수 있다.

영문 초록

Using Eurostat data on welfare expenditure and poverty for 28 EU member countries, this paper analyzes the effects of means-tested and non-means-tested welfare expenditures on poverty. We use two measures on poverty: one is a relative measure of poverty, which is the proportion of people below a poverty line of 60% of the national median equivalized household income; the other is a subjective measure of poverty, which is the proportion of people who find it difficult to make ends meet. We find that the relative poverty rate decreases by 0.146-0.149%p as means-tested cash benefits increase by 10%, whereas non-means-tested welfare benefits do not have statistically significant effect on the poverty rate. Subjective poverty rate, on the other hand, decreases by about 1.8-2.1%p as non-means-tested welfare benefits increase by 10%. According to the recently presented ‘Five-year policy roadmap’ of new government, welfare policies will be reformed in a direction of increasing both non-means-tested and means-tested cash benefits. Our findings imply that the reform may be effective to reduce poverty.
