국문 초록

최근 들어 고등교육 국제화에 있어서 중요한 관심사 중의 하나는 해외 학위인정에 관한 것이다. 본 연구는 우리나라가 프랑스 및 러시아와의 해외학위 상호인정협약을 논의하는 과정에서 나타난 주요 내용과 쟁점을 분석함으로써 향후 다양한 국가들과의 협약 체결 시 의미 있는 시사점을 주는 것을 목적으로 하였다. 이를 위하여 우리나라와 이미 학위 상호인정협약을 체결한 프랑스의 사례를 분석하였고, 현재 협약에 대한 논의가 진행되고 있는 러시아와의 협약 진행과정을 살펴보았으며 이를 통하여 시사점을 제공하였다. 학위 상호인정협약과 관련한 쟁점은 프랑스의 경우 양국 간 협약 체결의 주체에 관한 것, 한-불 학제 간의 차이로 인한 협약(안) 세부 내용에 관한 쟁점, 의료분야와 전문자격분야의 적용에 대한 논의 등이었다. 러시아와의 쟁점은 러시아의 specialist 학위를 대학원 석사 학위로 인정할 것인가 하는 문제, 서로 다른 학위체제에 따른 사각지대 발생 여부 문제, 러시아의 교육 및 학위제도에 대한 충분한 정보와 이해 부족에 따른 학위에 대한 상호 신뢰문제 등이었다. 연구 제언으로는 향후에도 해외학위 상호인정 협약에 관한 논의가 지속적으로 이루어질 것으로 예상되기 때문에 이를 위하여 해외학위인정 전문기관을 기반으로 한 체계적인 준비가 필요하며, 특히 다른 나라들의 교육 및 학위제도에 대한 충분한 정보 수집과 이를 위한 상호교류 및 공동연구 등이 필요하다는 것이다.

영문 초록

The purposes of this study were to examine the issues related to the mutual agreements by reviewing the discussions on the process of negotiating the agreements on recognition of overseas degrees with France and Russia, and to provide policy implications. Korea has signed a mutual agreement with France in 2015, but not with Russia although the Russian government has expressed strong wishes for a mutual agreement. The major issues with France, were related to the subject of the bilateral agreement, details of the Convention due to different education and degree systems between Korea and France, and the application of medical and professional qualifications. The major issues with Russia, were related to the recognition of the specialist degree, the recognition of certain degrees and qualifications which do not exist either in Korea or in Russia, and issues on mutual trust between two countries. Through exchanging ideas on recognition of degrees between Korea and France, the major issues were resolved, yet the issues with Russia have remained unsolved due to insufficient information on different education and degree systems. The results of this study implied that it is necessary for the Korean government to conduct more research on other countries’ education and degree systems and to prepare for continuous discussions on foreign qualifications recognition and for further conventions with other countries.
