국문 초록

한국의 콘텐츠산업은 1994년 문화산업이라는 개념을 도입한 이후 비약적으로 발전했다. 특히 콘텐츠산업은 제조업과의 협업을 통한 수출증대 및 문화적 측면의 이미지를 통한 관광 활성화까지 가져오고 있다. 그러나 물적 자산의 비중이 낮고 흥행 위험이 높아 가치평가가 어려울 뿐만 아니라 시장이 미성숙하여 투자 및 금융지원 시스템 구축이 무엇보다 필요하다. 이런 측면에서 2006년 만들어진 모태펀드 문화계정은 콘텐츠산업 투자 및 금융지원에 커다란 역할을 했다. 그럼에도 불구하고 아직까지 모태펀드가 콘텐츠산업의 애로사항을 완벽하게 해결하지 못하고 있다고 할 수 있으며 여러 가지 문제점에 대한 비판이 있다. 이러한 문제점을 해결하기 위해서는 모태펀드 문화계정의 재원확충과 함께 물적 담보가 약한 영세기업 지원을 위한 콘텐츠 가치평가 도입 그리고 모태펀드 운영의 투명성을 높이는 한편 운영에 대한 다양한 제한을 완화해야 한다. 또한 한국 콘텐츠산업이 해외로 진출 하고 해외투자에 대한 필요가 있음에도 불구하고 해외투자자에 대한 규제가 존재하고 있음에 따라 싱가포르나 이스라엘의 펀드처럼 해외투자자에 대한 현재의 규제를 완화해서 적극 적으로 투자를 유치할 필요가 있다. 결국 모태펀드 문화계정은 정부의 역할이 중요한 만큼 공공성을 높이는 한편 수익성을 높이기 위해 규제완화를 통해 외부 재원 유입이 필요하다.

영문 초록

Korea’s contents industry has brought about a significant increase in exports with the cooperation of the manufacturing industry as well as the development of tourism since its introduction of the concept of ‘cultural industry’ in 1994. The evaluation of content value, however, is made difficult by the fact that the contents industry makes up a relatively smaller portion of our physical assets and the fact that the risk of success is high. As the contents industry market is still relatively immature, the need for the development of investment and a financial system is urgent. In response to this need, in 2006 the Korean government established the cultural account of fund of funds, an account that has played an important role in the investments and financial support of the contents industry. Nevertheless, it has yet to solve completely all the difficulties faced by the contents industry and has also been the object of much criticism. To solve these difficult problems, it is necessary to increase the financial resources for the cultural account of fund of funds and to introduce a content evaluation system for micro-enterprises lacking in physical assets. Also, transparency must be enhanced and the various restrictions on the management of the cultural account of fund of funds must be eased. In spite of the fact that the Korean cultural industry has entered markets abroad and has needed foreign investments, many regulations exist for foreign investors. Korea needs to follow the examples of Singapore with their TIF and Israel with their Yozma fund and attract foreign investments by easing regulations. In conclusion, the cultural account of fund of funds needs publicity, for which the government plays an important role, and more external financial resources that will come about as a result of deregulation.
