생산함수 추정을 통한 국내 승마장의 생산 구조및 생산 효율성에 관한 연구

국문 초록

본 연구는 국내 가용한 자료를 바탕으로 승마 생산함수를 구체적으로 추정하였고, 그 기본 구조 하에서 확률적 프론티어 모형을 적용하여 외생 요인이 승마 생산 효율성에 미치는 영향에 관해 추가적으로 논의하였다. 본 연구는 노동, 토지 및 자본의 전통적 생산요소들 외에도 정성적(qualitative) 생산요소로서 경영능력 변수를 생산함수에 포함하여 추정 계수의 유의성을 검증하였는데 그 결과 양(+)의 유의적인 탄력성을 일관되게 보여주었다. 이는 정성적 생산요소의 현대적 중요성을 논의하고 실증분석에 사용했던 Leibenstein(1966, 1980)과 Mefford(1986a)를 뒷받침하는 것으로, 승마장 별 차별화된 질적 기술 차이가 최종 생산량의 성과 차이를 유발하게 되는 인과 관계를 구체적으로 나타내고 있다.노동, 토지 및 자본의 정량적 생산요소들 또한 유의적인 양(+)의 탄력성을 보여주었는데 승마 산업의 초기에 있어 생산요소들의 축적 필요성을 시사한다고 할 수 있다. 모든 생산요 소들의 계수 합은 규모에 대한 보수가 유의적으로 체증하는 것으로 나타났다. 규모에 대한 보수 체증과 비용 극소화 조건이 장기에도 적용된다는 가정 하에서 규모의 탄력성을 규모의 경제와 연계하여 그 시사점을 논의하였다. 승마 생산에 있어서 규모의 경제는 승마 생산이 증가할수록 평균 생산 비용이 감소할 수 있다는 전망을 의미한다. 이러한 규모의 탄력성을 감안한다면 시장의 수급 균형을 전제로 승마 인구 저변을 확대할 필요가 있다고 볼 수 있다. 또한 승마의 제품 차별화 특성은 승마장들이 독점적 경쟁의 시장 환경에 놓여져 있을 가능성을 시사하고 있는데, 이러한 시사점은 경제 이론에 따라 산업 육성을 위한 정책적 지향점을 발굴하는데 도움이 될 수 있다. 나아가, 확률적 프론티어 분석 모형을 활용하여 개별 승마장의 수도권 소재와 승마체험 지원사업 정책 참여에 관한 외생 요인들이 생산의 비효율성을 감소시켜 승마 생산이 증가하는 것을 확인할 수 있었다. 수도권 지역의 승마장들은 소비자 접근성의 측면에서 인구 밀집과 경쟁력 향상의 긍정적인 효과를 누릴 수 있기 때문에 효과적으로 승마 생산을 증가시킬 수 있었을 것으로 해석된다. 양질의 승마장 토지 투입은 도시 인근의 유휴지 활용에 적용될 수 있기 때문에 유휴지에 관한 규제 완화에도 적절한 정책적 관심이 요구될 수 있다. 승마 활성화를 위한 공공 정책으로서 전국적으로 시행하고 있는 승마체험 지원사업의 경우에는 그 시행 효과를 제고하기 위해 다수의 승마장들이 지원사업에 반복 해서 참여하도록 유도하는 전략적 체계가 중요하다는 것을 알 수 있었다.

영문 초록

This article estimates an equestrian production function of horse-riding facilities in Korea, which incorporates a qualitative input factor of equestrian-specific management ability and quantitative variables as well, and extends the stochastic frontier methodology in which exogenous determinants of production inefficiency are then explained. The qualitative input of management is calculated practically by a business-specific performance ranking concept such as the ratio of regular consumers to horse-riding horses that can be useful to evaluate the management performance of domestic horse-riding facilities. The results of the analysis show that the management input is a significant variable in estimating horse-riding production functions, labor and capital variables as well, which implies the management variable needs to be included to specify more detailed production structure if there can be some reasonable and practical applications to the empirical research. The estimation results of this study also propose some policy implications for promoting domestic horse-riding industry that awaken the need to expand the equestrian production factors and enlarge the consumption market volume to effect economies of scale in a long-term view. Discussed specifically by the stochastic frontier analysis are the production efficiency gains of domestic horse-riding facilities that arise from a positive causality between the equestrian production and some exogenous factors in reality. Horse-riding facilities in the capital area decrease the inefficiency of horse-riding production since they are influenced by the factors of highly populated features and more competitive market pressure, which suggests appropriate policy considerations for the possible mitigation of land-use regulations need to be required since the horse-riding land input of better accessibility is mainly tied to the utilization of unused areas near the city. Additionally, the strategic framework of public policy for the revitalization of the horse-riding leisure can be critical to induce a number of domestic horse-riding facilities to be willing to participate repeatedly in the promotion support project so that persistent efforts can enhance the effects of the project implementation and the efficiency of horse-riding production as well.
