국문 초록

본 연구는 대통령의 리더십과 의회정치를 고찰함에 있어서 노무현 대통령의 참여정부 전반기를 분석하고 평가하는데 목적이 있다. 이를 위하여 본 연구는 분점정부(divided government) 상황에서 효율적 국정운영을 위해 강조되는 대통령의 입법적 리더십과 대중적 리더십에 초점을 맞추어 노 대통령의 집권 전반기를 포괄적으로 고찰하였다. 연구 결과, 대중적 리더십 차원에서 노무현 대통령은 그에 대한 대중적 지지도와 국정 운영 평가가 매우 낮음에도 불구하고 국민 통합을 원하는 국민들의 의견을 수렴하는 국정운영을 전개하기 보다는 당면한 여소야 대(與小野大) 정국을 정면으로 돌파하기 위한 공세적 입장을 강화함으로써 국회내 야당과의 관계에서 정치과정의 많은 갈등을 초래하였다. 특히 입법적 리더십 차원에서노 대통령은 여소야대의 분점정부 상황에서 국정운영의 효율성을 위해 요구되는 대화와 설득의 리더십을 발휘하기 보다는 야당에 대한 공세적 언행을 지속함으로써 여야간 대립과 갈등, 국민적 분열에 따른 정치사상 초유의 탄핵사태를 맞이하게 되었다. 제17대 국회의원선거 이후 여소야대 정국이 전환되어 국회에서 여당이 다수 의석을 점유하게 되자, 야당에 대한 노 대통령의 공세적 태도는 조금씩 변화되는 기미가 나타나기도 하였으나, 그에 대한 대중적 지지도와 국정운 영에 대한 평가가 여전히 낮은 수준을 벗어 나지 못함으로써 향후 집권 후반기의 국정 운영에 있어서도 많은 어려움이 따르리라 평가된다. 특히 다양한 정치적 논쟁이 지속 되는 상황에서 노 대통령은 정부와 의회, 여당과 야당 사이의 중재적 역할을 수행하기 보다 그 자신이 논쟁의 중심이 됨으로써 국정운영의 난항을 겪고 있는 것이다

영문 초록

The purpose of this study is to review the first half period of the President Roh Moo-hyun s Participatory Government and to evaluate the relationship between presidential leadership and parliamentary politics. For this purpose, this study focused on the legislative leadership and public leadership of the President, which were necessary for the efficient management of government and policies in the situation of divided government. As a result of this study, at the dimension of public leadership, the President Roh s national support rate was very low, but he reinforced a firm and aggressive attitude to opposite parties for overcoming of divided government situation. And then a strong demeanor of the President and government party against oppositions caused political confusion. At the dimension of legislative leadership, the President Roh disregarded the conversation and cooperation with opposite parties, which were necessary for efficient management of government and policies, and a series of these situations caused the impeachment of the President at the National Assembly in the situation of divided government. According to the result of decision of the Constitutional Court and the 17th General Elections, the impeachment was withdrawn and the situation of divided government was closed. But the support rate and evaluation on the President Roh grew worse as usual.
