국문 초록

이 논문은 러시아와 중앙아시아지역의 정상외교와 패키지 전략에 중점을 둔 에너지 ㆍ자원 외교의 특성과 성과를 분석해 봄으 로써 향후 대응 과제를 도출해 봄에 있다. 에너지 외교는 단기적으로 비중이 높은 화석연료의 안정적 확보와 중장기적으로는 에너지원의 다양화 확보에 있다. 고유가 시대 석유 및 에너지자원의 확보와 안정적인 공급문제는 국제사회에서 에너지 안보의 가장 중요한 축으로 부상했다. 따라서 에너지ㆍ 자원은 일반적인 상품이나 서비스와 달리 국가를 지탱하기 위한 핵심 전략 재화이기 때문에 안정적인 에너지ㆍ자원 개발과 확보 하는 점에서 국가의 적극적인 역할이 더욱 강조된다. 예를 들면 최근 한러 양국은 북한을 경유(700㎞)하는 러시아 천연가스 (PNG)의 한국 도입 방안에 합의했다. 향후 한국은 수입국 다변화의 자원외교 성과는 물론이고 북한 내 가스배관이 건설되면 남북러 경협 활성화 및 북한 개방 촉진에도 기여하게 된다. 또 대표적인 패키지 에너지 전략 지역으로 부상한 중앙아시아지역에서도 카자흐스탄 잠빌해상광구의 지분 양수도 계약 체결, 카자흐스탄과 우즈베키스탄에서 우라늄 장기도입 계약 체결 등 다양한 에너지 협력이 강화되었다. 이처럼 국가 전략적 차원에서 자원개도국에 대한 인프라구축, 차관 및 공적 개발 원조(ODA) 증액, 한국의 압축적 경제성장 경험과 기술, 공적개발 원조 확대, 연수생 초청 확대 등 과감한 지원과 투자가 요구된다. 해외 에너지ㆍ자원 개발에서 인적 네트워크를 조성을 통해 정부와 기업차원에서 해외 투자 기업들의 리스크를 줄여야 한다. 다양한 교류, 정보망 확충을 기반으로 협력 대상국에 대한 이해를 강화해야 한다. ‘선택과 집중’을 통한 해외시장에서 경쟁력을 확보하기 위해 정부차 원에서 글로벌 에너지회사의 육성 및 지원 책도 필요하다. 개별적인 에너지ㆍ자원 개발 사업과 중장기적 차원에서 기후변화 대응 차원의 에너지 기술, 정책 및 국제협력 에도 주력해야 한다.

영문 초록

The main purpose of this study is to deal with the characteristics and achievements of Korea’s energy and resources diplomacy in Russia and the Central Asian region were analyzed, with focus on summit diplomacy and the accompanying packaged‐energy strategies. As energy and resources are the core strategic goods that sustain a nation, the government should play a critical role in developing and securing stable energy and resources. For example, South Korea and Russia recently reached an agreement regarding the introduction to South Korea of Russian PNG, which passes 700 km through North Korea on its way to South Korea. This deal is expected to contribute to South Korea’s achievement of energy diplomacy in diversifying its resources suppliers. Moreover, it will help boost economic cooperation between the two Koreas and Russia and will help open North Korea’s market following the construction of a gas pipeline within it. Also, the central Asian region, which has emerged as a representative area of packaged‐energy strategy, has also seen a boost of wide‐range cooperation with South Korea, such as a deal with Kazakhstan for a South Korean stake in its Zhambyl marine mining lot, and contracts for South Korean uranium imports from Kazakhstan and Uzbek in the long term. Likewise, at the level of as infrastructure establishment for resources‐rich developing countries, increase in loans and official development assistance (ODA), South Korea’s condensed economic growth built on experience and technology, expansion of official development assistance, and a considerable increase in industrial‐trainee invitation. Through the establishment of a human resources network, the risks of Korean enterprises that made investments overseas will be reduced at the level of the government and the enterprises. Understanding and cooperation among the concerned countries should be reinforced based on contacts through a variety of channels, or an information network setup. To secure competitiveness in overseas markets through “selection and concentration,” issues should be addressed by nurturing large‐scale, globalized, state‐run oil companies, and by implementing assistance measures at the government level. Moreover, not only for the development projects of individual energies and resources but also for the mid and long term, the government should focus on energy technology, policies, and international cooperation for countermeasures against climate changes.
