국문 초록

1980년대 이후 각국의 국제통신사업자가 상호 시장에 참여, 국경을 초월한 통신서비스 제공 움직임이 본격화 되었다. 특히 1990 년대는 국제통신사업자의 전략적 제휴와 글로벌 네트워크 구축이 본격화 되었다. 일본의 경우도 지배적 사업자인 NTT와 신규참여 업자들 사이에 현상에 대한 위기감이 고조되어 규제완화를 요구하게 되었다. 따라서 일본은 85년 통신시장 자유화 조치 이후 20여 년간 지속된 NTT 분할이라 는 최우선 정책목표가 규제완화로 이전되어 NTT분할 과정이 NTT의 주도적 대응에 의해 결착되었다. 특히 NTT는 경단련, 자민 당, 대장성이 추진한 지주회사 해금안을 NTT분할 논의에 수렴시켜 정책지지기반을 확대함으로써 정책대안의 타당성을 높이는데 성공했다.

영문 초록

The purpose of this Thesis is to examine the liberalization of Japanese telecommunication industry by analyzing divestiture of Nippon Telegraph and Telephone(NTT). The divestiture of NTT first began in 1982 as a means to liberalize and privatize the Japanese telecommunication industry. But it was agreed on by the state on 1996 to be breakup with stockholding company, partitioning into East/West regional companies, and the division of a long-distance telephone company. The war over NTT policy was fought on the front of public opinion. Interestingly, the actors appealing eagerly to public opinion were not politicians but senior bureaucrats, labor unions, and big-business leaders. The way in which considerations of publics opinion overruled policy arguments is especially noteworthy because that phase of the telecom war barely involved politicians. It means that government-led coordinations were practically impossible due to strong opposition of the public opinion. Consequently, divestiture of NTT by stockholding company idea, originating within big-business circles, was seriously discussed within NTT. Both NTT and the Posts and Telecommunications Ministry were aware that the only way to bring about an end to hostilities was to divide NTT but create a single stockholding company.
