국문 초록

21세기 국제정치적 시각에서 국가안보관련 전략 환경을 논의할 때 군의 평화유지활동을 포함한 군의 국제지원활동 수행은 국제사회에서 한 국가의 역량 발휘와 국위선양을 위한 군사외교 역할로서 공공외교차원에서 중요한 이슈가 되었다. 이러한 국제 안보환경은 한국군의 군사외교 방향을 전략적 시각으로 전환하는데 많은 도움을 주었다. 무엇보다도 의미 있는 것은 국제 분쟁지역에 세계평화를 위해 파병외교를 통한 한국군의 국제지원활동이 국제 관계에서도 많은 의미를 부여하고 있다는 것이다. 그동안 국익과 국제평화에 기여한다는 목표로 출발한 우리 군의 국제지원활동은 매우 성공적이었다. 이러한 성과는 향후에도 국제지원활동을 강화해야 하는 모멘텀이 되었고, 대한 민국 국가위상에 새롭게 주목받는 계기가 되었다. 본 논문은 국제분쟁지역에서의 군의 평화적 역할 수행과 재난ㆍ재해시 국제공조를 통한 적극적인 국제지원활동 참여가 국제사회에서 한 국가의 위상 제고를 상징한다는 개념으로 공공외교 차원에서 군사외교 활동의 중요성을 살펴보았다.

영문 초록

Judging from the perspective of 21st century international politics, military s international support operations including peace keeping operation have become ever more important in international relations. Current international perspective regarding security environment, which emphasizes international support missions, encourages the ROK Armed Forces to adopt a strategic perspective when pursuing its military diplomacy. Especially, it is of considerable significance that international support operations of the ROK Armed Forces in conflict zones overseas have influenced international relations in a broader sense. The international support operations of the ROK Armed Forces have been successful thus far, with their purpose in contributing to national interest and international peace. These positive results served as a momentum to strengthen international support operations afterwards as well, and have become impetus to renew the national status of the Republic of Korea in international society. This study aims to evaluate the importance of military diplomacy from the perspective of public diplomacy, in that peace keeping operations of the military in international conflict zones and active support through international collaboration in times of natural catastrophes contribute to elevating the status of a nation.
