국문 초록

이 글의 목적은 상호의존 관계를 가지고 있으면서 강력한 경쟁을 하고 있는 중국과 일본의 관계가 동아시아지역안보에 미치는 영향을 분석하는데 있다. 상호의존에서 경제관계는 가능하다. 그러나 무역과 투자만으로 국가관계에 평화와 안보를 가져올 수 없기 때문에 경제적 상호의존에 수반되는 정치적 리더십의 반응 또한 중요하다. 중국과 일본은 과거 식민지 경험이라는 역사적 관계에도 불구하고 견고한 경제적 상호의존관계를 유지해 나가고 있다. 현재 중국은 군현대화를 추진하고 해양운송로 보호를 이유로 강력한 대양 해군력을 증강시키고 있다. 이에 일본은 중국과의 경쟁관계를 더욱 악화시킬수 있는 중국 해군력의 증강에 민감하게 반응하고 있으며, 동아시아지역에서 중국과 일본 간의 분쟁가능성은 상존하고 있다. 동아시아지역에서 중국과 일본 두 국가가 동시에 강대국이 된 것은 처음이다. 두 국가 중 어느 한 국가가 상대적으로 강할 경우에는 동아시아 지역안보가 불안정한 상태에 놓여있 었다. 그러나 양국은 경쟁, 견제 그리고 협력과 경제적 상호의존 관계의 심화를 통해서 강대국이 될 수 있었다. 이 점에서 양국은 발전적인 경쟁과 협력을 통해서 동아시아와 세계의 안보에 기여할 수 있다. 이에 중국과 일본은 미국을 포함시킨 미ㆍ중ㆍ일 삼자 간의 역학관계를 안정적으로 유지해 가면서 발전적인 경쟁과 협력을 추구하는 것이 가장 바람직하다.

영문 초록

The purpose of this study is to analyze the effect of competitive relations between China and Japan which are in interdependence and strongly competitive on regional security. It is important that not only political leadership but also economic interdependence through trade and investment play an important role in peace and security. It is possible that the response of political leadership may give an impulse to the military supporting national ambitions and expansionism. China and Japan have maintained strong economic interdependence although they have a historical animosity derived from an experience of colonization. Because this historical memory gives an impetus for China to modernize its military and to enhance its ocean navy force to protect its ocean transportation, it also becomes an pivotal source for the possibility of conflicts between two countries. Japan also may push itself to respond against the increase of a navy force of China which may be getting worse in the competitive relationship between two countries. It is necessary that East Asian countries including America, Japan and South Korea require China give up its unification policy by the military against Taiwan. They also require China open an information of a budget for the military and reinforcement of navy. If there is no such a requirement and demand generated by East Asian countries, a misunderstanding that China constrains its military responses because of its economic interdependence with Japan may be aggravated.
