국문 초록

이 연구는 2010년 제5회 전국동시지방선거를 통해 전개된 매니페스토 운동의 주요 현황과 추진과정을 살펴보고, 정책선거를 위한 매니페스토 운동의 성과와 제반 문제점, 개선방안 등을 정책공약의 공급자와 수요자 측면에서 고찰하였다. 연구 결과, 이번 지방선거에서 정책선거를 위한 매니페스토 운동은 역대 선거과정과 비교하여 점진적 발전이 이루어졌으나, 아직도 많은 문제점들이 표출되었다. 우선 매니페스토의 공급자 차원에서 정당과 후보자들은 정당의 당내민주화는 불문하고 선거 시기에 즈음한 정당과 정치인들의 잦은 이합집산과 공천 지연이 정책공약 개발과 정책선거 자체를 저해하는 주요한 요인으로 작용했으며, 매니페스토 운동에 직면한 정당 및 후보자들의 정책선거 의지와 태도도 더욱 개선되어야 할 필요가 있었다. 정책공약을 접하는 수요자로서 유권자들 역시 매니페스토 운동에 대한 참여의식과 태도가 더욱 제고되어야 하며, 매니페스토 운동 자체의 기본 목표와 추진전략 등도 포괄적 차원에서 재정비되어야 할 필요가 있었다. 결론적으로 정책선거와 매니 페스토 운동은 그것의 구조적 제약이나 방법론적 문제가 아니라 그것을 직접 적으로 인식하고 실천하는 행위자, 즉 정당과 후보자, 유권자 자신의 인식과 태도가 중요하다는 점이며, 정책공약의 수요자와 공급자 차원에서 지속적인 관심과 적극적인 참여, 그리고 교육이 요망된다.

영문 초록

The purpose of this study is to explore the present state and process of manifesto movement in the 2010 local elections, and to examine its results, several problems, and alternatives in the dimensions of policy supplier and consumer. As a research result, in this elections, the manifesto movement for policy-centered election is developed very gradually in comparison with a series of recently elections, but also its many problems revealed. First of all, regardless of intra-democratization of political parties, changes in political party alignment and politicians position at the time of election were the core factor to obstruct policy development and policy-based election, and parties and candidates will and attitude for policy-centered election also need to be more improving. As a consumer of policy, voters and ordinary citizens also need to promote participative consciousness and attitude into the manifesto movement. The manifesto movement itself must be improving and realigning its present ways and strategies fitting into fundamental purpose. In conclusion, for the settlement of manifesto and policy-centered election, perception and attitude of actors, namely political parties, candidates, and voters who directly recognize and practice it, is important, not the structural limits and methodological problems. And also it needs continuous concerns and active participation in the dimension of policy supplier and consumer of electoral process.
