정치개혁의 목적과 선거제도의 정치적 결과: 뉴질랜드ㆍ이탈리아ㆍ일본의 혼합선거제 도입

국문 초록

이 연구는 정치개혁을 목적으로 선택하는 선거제도의 도입이 가져오는 정치적 결과에 주목하여, 1993년 혼합선거제를 도입한 뉴질랜드, 이탈리아, 일본 사례를 비교한다. 선거제도의 기계적 효과에 관심을 갖는 기존연구와 달리, 이 연구는 선거제도 도입의 정치적 목적의 달성 여부를 본다는 차별성이 있으며, 정치적 결과는 정당파편화, 정당연립의 패턴, 유효정당수 등을 중심 으로 정당체제의 변화를 분석하였다. 세 국가는 혼합선거제 도입이라는 동일한 정치개혁 수단을 선택하지만, 정당체제 재편 방향은 달랐고, 그 목적 달성도 달랐다. 뉴질랜드와 이탈리아는 양당제를, 일본은 다당제를 지향하였고 그중 뉴질랜드만 정치적 목적을 달성하였다. 이는 정치개혁 수단으로 선거제도 도입이 동일한 정당체제로 귀결이나 정치적 목적을 달성할 것이라고 기대할수 없다는 사실을 의미한다.

영문 초록

This study has interested in the political effects of the introduction of a electoral system as a mean of political reforms, and compares three countries adopting the mixed electoral system in 1993. Generally, the previous studies focus on the mechanical effect of a electoral system. However, this study sees the differences between political aim of its introduction and its accomplishment. The political effects is analyzed in terms of party system such as party fragmentation, the patterns of party coalitions, and the effective number of parties. Three countries introduced the same electoral system to reform the politics, but their aims and effects were different. New Zealand and Italy tried to make two-party system, but Japan had the goal to form the multi-party system. Among them, only New Zealand accomplished their own political goal. It means that the introduction of a electoral system may lead to the differences of institutional effects or the accomplishment of political aims.
