말라카해협을 둘러싼 연안삼국의 전략: 약소국 외교정책의 관점에서

국문 초록

본 논문은 말라카해협(the Strait of Malacca)의 관리 문제를 연안삼국인 인도네시아, 말레이시아, 싱가포르의 정책과 전략을 통해 살펴 봄 으로서 약소국들도 강대국들과의 관계에서 자신의 목소리를 내고, 자국의 이익을 획득할 수 있는 가능성에 대해 알아보는 것을 목적으로 한다. 약소국들은 힘이 지배하는 국제정치에서 나름대로의 외교전략을 통해 자신들의 이익을 추구해 왔다. 말라카해협의 연안삼국들 역시 말라카해협의 관리 문제에 있어 약소국형 외교정책을 통해 강대국의 지원을 받는 동시에 해협에 대한 주체적 관리를 성공적으로 유지해왔다. 첫째, 연안삼국은 말라카해협의 지리적ㆍ전략적 위치를 이용하여 해협 이용국들에게 말라카해협 내 관리에 있어 책임 분담을 유도 하였다. 둘째, 강대 국의 지원과 함께 나타나는 강대국의 영향력 확대 기도와 개입 압력에 대해 주권규범의 활용을 통해 성공적으로 대응하였다. 마지막으로 연안삼국 간의 연합형성을 통하여 약소국의 상대적 약점을 극복하고 강대국과의 관계에서 주도적 위치를 유지할 수 있었다. 이처럼 말라카해협 내 연안삼국은 약소국의 단점을 극복하고 약소국이 가질 수 있는 장점을 최대한 활용함으로 말라 카해협에서의 주권 확보와 이익 확보를 이루어 내었다.

영문 초록

This paper aims to investigate the possibility that weak states can voice themselves and acquire their interest by examining the policies and the strategies of three coastal states including Indonesia, Malaysia and Singapore in the management of the Strait of Malacca. Three costal states have succeeded in achieving their goal by implementing foreign policy strategies which enable them to advance their interests. Firstly, three coastal states have utilized the relationship with powerful countries such as the U.S. and China individually and collectively in achieving what they have pursued. They are successfully induced the user states to be partially responsible for the management of the Strait of Malacca. By doing so, they ve got necessary support from user states while not permitting the intervention of powerful states in the sovereign management of the strait. Secondly, three costal states have secured their interests by utilizing the norm of sovereignty in the management of the Strait. Finally, forging a coalition among three costal states has been also effective in responding to the pressure from powerful countries in the management of the Strait. In conclusion, the case of Strait of Malacca management shows the possibility that even the weak states can exercise their limited power through effective foreign policies even under the international environment where the weak states can’t voice themselves politically.
