국문 초록

본 논문은 IS이후(Post Is) 국제테러정세 변화전망과 대응을 분석하기 위한 것이다. 이를 위해 IS(이슬람국가, Islamic State)의 추이와 현황, IS이후 국제테러정세 변화전망과 함의, 한국에서의 시사점과 정책적 고려·대비사항을 살펴본 후 결론을 도출해본 것이다. 이라크 정부는 지난 2017년 7월 9일 자국 내 이슬람국가(IS) 거점인 모술의 해방과 승리를 공식 선언했다. 이라크 정부의 IS소탕전투가 더욱 속도가 붙게 되고 IS의 또 다른 거점이자 수도격인 시리아 락까도 곧 해방될 것이란 전망이 나오고 있다. 하지만 국제사회의 고민은 커지고 있다. 향후 테러의 노마드화를 통한 범세계적 전이위험이 증대될 것으로 우려되기 때문이다. IS의 테러기법과 수단의 진화로 IS의 이념과 추종자들은 전 세계로 확산될 것이다. 한국의 경우 는 무슬림 인구비율이 낮아 IS추종세력의 위협에 직접적으로 노출될 가능성은 낮은 편이지만 IS 추종세력들은 한국은 일본과 함께 동북아의 대표적인 친미국가이자 군사교류를 활발히 하는 미국의 동맹국으로 보기 때문에 언제든지 테러를 시도할 가능성을 배제할 수 없다. 특히 ‘외로운 늑대’ 테러 및 IS이후 새로운 버전의 테러에 대해서는 아직 그 대비가 미흡한바 대책보완이 시급히 요구되고 있다. 따라서 우리는 자조적이면서도 국제사회(특히 미국)와 공조하는 포괄적인 접근이 필요하다. 대테러 국제공조에 적극적으로 동참하고 해외교민과 주재원, 공관 직원 등에 대한 보호계획을 재점검하며, 대테러센터의 역량강화와 대국민서비스 효율화 및 난민에 대한 인도적지원강화, 대테러 국제공조강화 등 정책적 측면에서 철저한 대비책을 강구해 나가야 할 것이다.

영문 초록

The purpose of this paper is to analyze the prospects and responses of international terrorism after the IS. To this end, the paper is composed of 5 chapters titled introduction; the trends and current status of IS(Islamic State); prospects and implications of changes in international terrorism situation after IS s retreat; implications for the ROK and policy considerations and conclusion. On July 9, 2017, the Iraqi government officially declared the liberation and victory of Mosul, its Islamic State(IS) base, in its own country. There is a prospect that the Iraqi government s IS sweeping battle will become even more paced, and Syria Raqqa, another capital of IS, will soon be liberated. However, the worries of the international community are growing. It is because of the fear that the risk of global transfer through the nomadization of terrorism will increase in the future. With the evolution of IS techniques and means of terrorism, the ideology and followers of IS will spread all over the world. South Korea(the ROK) and Japan are unlikely to be directly exposed to the threat of IS followers because of their low percentage of Muslims. However, IS followers can not rule out the possibility of attempting terrorism at any time, as South Korea and Japan are seen as pro-US nations in Northeast Asia and an ally of the US actively promoting military exchanges. Therefore, we take active measures to participate in the international cooperation on counter-terrorism, check the protection plan for foreign residents, expatriates and officers, strengthen the capabilities of the counter-terrorism center and improve the service of the people, strengthen humanitarian support for refugees, and strengthen international cooperation in countering terrorism, etc. Since the Lonely Wolf terrorism and the new version of terrorism after the IS Retreat from Iraq/Syria have yet to be sufficiently contrasted, it is urgently needed to supplement measures. We need a comprehensive approach to working with the international community, especially the United States, while being self-help.
