미국의 대테러전략의 전개와 전망

국문 초록

본 논문은 미국의 대테러전략의 전개와 전망을 분석하기 위한 것이다. 이를 위해 테러리즘의 개념과 이슬람 폭력적 극단주의단체 IS의 출현, 9∙11테러이전과 직후 미국의 대테러전략의 전개, 오바마 행정부의 대테러전략, 향후 트럼프 행정부 미국의 대테러전의 전망과 대응을 살펴본 후 결론을 도출해본 것이다. 미국의 대테러전략은 명확히 구분할 수 없지만, 테러양상 의 변화와 함께 변해왔다. 제2차 세계대전이후 1945년 출범한 트루먼 행정부에서 오바마 행정부에 이르기까지 미국의 대테러전략은 ①대게릴라전략(counter-insurgency)의 추진기(1945∼1968), ②테러행위의 국제문제로의 인식과 대테러전략 강화기(1969∼1980), ③대테러전의 개시기(1981∼1989), ④미 본토에 대한 테러 대응시기(1989∼2001), ⑤대테러전의 강화기(2001-2009), ⑥오사마 빈라덴 사살과 IS격멸 추진기(2011-현재) 등으로 요약해 볼 수 있을 것이다. 미국의 오바마 정부는 대공황 이후 최악의 경제위기 및 이라크와 아프가니스탄에서의 전쟁이란 유제(遺題)를 안고 출범하여 미국패권의 과업은 줄이면서도 리더십은 유지하려는 패권의 ‘재건축’을 시도해왔다. 이러한 노력은 특히 새로운 대테러정책과 아프가니스탄 정책등에서 두드러지게 나타나고 있다. 9․11테러이후 미국의 아프가니스탄과 이라크를 대상으로한 대테러 전쟁과 관련해서 한국 정부는 지지와 파병을 결정했다. 현재 한국은 국외에서 이슬람 테러조직 등에 의한 피해가 속출하고 있으며, 또한 국내에서도 북한 또는 이슬람 테러조직 등에 의한 테러범죄 위협이 존재하고 있다고 볼 수 있다. 우리나라에서는 북한이나 테러단체에 의한 테러에는 대비를 잘 해나가고 있으나 외로운 늑대 테러에 대해서는 아직 그대비가 미흡한 형편이어서 대책보완이 요구되고 있다. 우리정부는 자조적이면서도 국제사회(특히 미국)와 공조하는 포괄적인 접근이 필요하다.

영문 초록

The purpose of this paper is to analyze the development and prospects of the U.S. counter-terrorism strategies. To this end, the paper is composed of 5 chapters titled introduction; concept of terrorism and emergence of violent extremist group IS. deployment of the US counter-terrorism strategies, 9∙11 attacks before and shortly after; the Obama administration’s counter-terrorism strategy; future outlook and response of the US war on terror; and conclusion. The U.S. counter-terrorism strategy is not clearly distinguished, it has changed with the changing aspects of terrorism. the U.S. counter-terrorism strategies periods from the Truman administration until the present are as follows: ①counter-insurgency(1945∼1968), ②recognition of acts of terrorism as an international problem and strengthening counterterrorism strategy(1969∼1980), ③starting the war on terror(1981∼1989), ④responding to the terrorist attacks in the US mainland(1989∼2001), ⑤strengthening the war on terror(2001-2009), ⑥Killing Osama bin Laden and Seeking the attacks and destruction of IS(2011-present). The Obama administration of the United States has denounced and transformed the Bush adminstration s global war on terror into war to disrupt-dismantle-defeat Al Qaeda and itsallies, and examines the Obama administration s juggling acts to strike a balance among America s security, economic imperatives and values. Korea government has prepared well against terrorisms supported by North Korea or a terrorist groups. However, our society needs counter-plans to lone wolf terrorism because preparedness for it is still insufficient. Korea is being victimized overseas by Islam terrorist groups, and even in Korea, it can be said that the threat of crimes of terror by North Korean or Islam terrorist groups exists. Our government needs a self-help/comprehensive approach to cooperation with the international community(especially the United States).
