대북제재에 대한 이란사례의 함의

국문 초록

이란사례에 대한 분석을 통해 대북제재의 실효성을 높일 수 있는 시사점을 모색하는 것은 향후 대북제재를 재설계하고 추진하는데 매우 중요한 의미를 가진다. 따라서 본 연구에서는이란 핵 프로그램에 대한 국제사회의 제재추이 및 내용, 그리고 제재효과를 검토하고, 이란과 북한이 직면한 제제환경 차이점에 대한 분석을 통해 이란사례가 대북제재에 주는 함의를 도출하는데 연구목적을 두고 있다. 특히 제재효과가 발생되는 이론적 경로를 국가안보와 경제복지 간의 PPF형태 교환곡선, 그리고 사회무차별곡선을 이용하여 분석함으로써 이란사례가 대북제재에 주는 함의를 보다 체계적으로 도출하고자 하였다. 대북제재가 이란사례와 같이 효력을 발휘하지 못한 것은 제재효과가 발생되기 위해 우선적으로 필요한 PPF형태의 교환곡선의 위축, 이동이 북한 대외교역을 지배하는 중국의 소극적 제재 참여로 일어나지 않은 것은 크게 작용하였다. 이러한 점에서 대북제재와 북한체제의 붕괴를 구분하여 중국이 적극적으로 대북제제에 참여할 수 있도록 국제사회가 노력이 매우 중요하다. 한편 북한경제 가 지니고 있는 내재적 문제점 등으로 인해 국제사회의 대북제재가 강화, 지속될 경우 PPF형태의 교환곡선은 장기적으로 위축, 이동될 것으로 예상된다. 이에 따른 경제적 난국을 외부지원 없이 북한이 극복하기 위해서는 사적 소유권 또는 사용권의 보장과 같은 법제도적내부개혁이 모색될 가능성이 높다. 사적 소유권 또는 사용권 등을 포함한 법제도적 개혁이 이루어질 경우, 장기적으로 북한내부에서도 시장세력과 같은 새로운 신흥계급이 생겨나면서 북한변화를 일으키는 촉진제가 될 수 있다. 이럴 경우 지배권력층의 사회무차별곡선이 시장세력의 선호가 반영되는 사회무차별곡선으로 변화되면서 북한 핵정책의 변화가 초래될 수있다. 따라서 북핵문제의 해결을 위해서는 대북제재에 중국이 적극적으로 참여하도록 설득함과 동시에 대북제재를 보다 지속적으로 강화시킴으로써 장기적으로 북한내부 변화를 유도하는 국제사회의 노력이 매우 중요하다.

영문 초록

It is meaningful to analyze the implications of the Iran case toward sanction on North Korea. Such an analysis may be helpful to redesign and implement sanctions on North Korea. Then, this study purposes to derive such implications by analyzing the trend, contents and effects of international sanctions on Iran, and the difference between Iran and North Korea in the sanction environment. Especially this study uses the theoretical model with the PPF-type tradeoff curve and social indifference curve in order to analyze the policy implications. For international sanctions to contribute to altering nuclear policies of the target state, it is necessary for the PPF-type tradeoff curve to shrink due to international sanctions. However, because of China’s passive role in the implementation of international sanctions on North Korea, it seems that such shrinkage has not happened yet. In this respect, it is important for the international community to make efforts to persuade China to distinguish between sanctions on North Korea and collapse of North Korea, and actively participate in implementing international sanctions on North Korea. It is also expected that the North Korea’s economy will become worse, as the international community increases pressure on North Korea through further sanctions, and enforce the credibility and integrity of the multilateral sanctions regime successfully. Then, even with China’s passive attitude toward international sanctions on North Korean, international sanctions may let the PPF-type tradeoff curve shrink gradually. To avoid such an economic downturn without outside support, North Korea may need the internal reform such as private ownership or usership. If the private ownership or usership of land, capital and machinery are allowed, the so-called market force may be emerging as a new social class with influence in North Korea. This implies that the social indifference curve dominated by the ruling class’s preference may be replaced with that preferred by the market force. Such a change in North Korea may result in the change of North Korea’s nuclear policies. Therefore, it is important that the international community not only persuade China to be actively involved in the implementation of sanctions on North Korea, but also strengthen sanctions on North Korea to induce internal change within North Korea.
