국문 초록

중국은 2012년 이후 ‘교육 정보화 10년 발전규획’에 근거하여 교육분야 지능정보사회를 준비해오고 있다. 이후 교육부 외에도 다양한 중앙부처 차원에서 학습, 인재 배양, 인프라에 대한 여러 가지 공식적인 제도를 공포, 집행하고 있다. 본고는 이들 제도 분석을 통해 지능정보 사회 교육분야가 중국 내에서 어떻게 규범화 되는지를 도출하는 것을 연구목적으로 한다. 분석결과, 중국정부는 경제구조의 변화에 대응하는 새로운 교육체계를 지능정보사회를 통해 구축하고 있으며, 이들 규범은 다른 경제 및 산업 관련 정책들과 유기적으로 연결되어 작용하고 있다. 또한 이들 규범은 5년, 10년을 단위로 연속성을 가지고 추진되고 있다. 이들 규범의 특징 중 하나는 변화하는 인구 구조에 대응하고 있다는 것과 직업교육을 중시한다는 점이다. 이러한 정책의 연속성, 직업교육에 대한 산학연 협력 기제 운영, 인구 구조에 대응한 지능정보사회 구축 등은 우리나라와 우리 교육계에 시사점을 제시하고 있다.

영문 초록

China has been preparing the education information intelligence information society based on the ‘10-year development plan for educational information’ since 2012. Since then, in addition to the Ministry of Education, various central government departments have promulgated various official systems for learning, discovering talented person, and infrastructure. The purpose of this study is to find out how the field of intelligent information society of education sector is standardized in China through these system analysis. As a result of the analysis, the Chinese government is building a new education system through the intelligence information society in response to the changes of economic structure, and these norms are linked with other economic and industrial policies. In addition, these norms are being pursued with continuity for 5 years or 10 years. One of the characteristics of these norms is that they are responding to a changing demographic structure and that they place importance on vocational education. Continuity of these policies, operation of industry-academy cooperation mechanism for vocational education, and establishment of intelligent information society in response to the demographic structure suggests implications for our country and our educational system.
