일본 광역지자체의 다문화공생정책에 관한 사례연구

국문 초록

본 논문은 일본사회의 다문화공생에 있어서 중요한 추진주체이지만 기초지자체에 비해 거의 연구가 이루어지지 않았던 광역지자체의 역할과 기능을 살펴보기 위해 기후현의 사례를 검토한다. 기후현은 2007년 다문화공생추진 기본방침을 발표한 후, 2012년과 2017년 개정을 거쳐 다문화공생정책을 추진 중이다. 기후현의 다문화공생추진 기본방침은 외국인주민의 구성, 구체적으로는 국적, 체류자격, 세대 변화와 연동하여 그 내용이 전개되어 왔다. 그리고 그러한 변화 속에서 기후현은 광역지자체로서 다음과 같은 특징적인 움직임을 보여 왔다. 첫째, 지역사회의 다문화공생을 추진하는데 있어서 상향식과 하향식 정책진행 모두의 ‘허리’로서 중요한 역할을 한다는 점이다. 즉, 광역지자체는 기초지자체와 중앙정부 사이에서 유기적 연결고리로서의 역할을 수행하는 것이며, 이는 일본정부가 2006 년 발표한 ‘다문화공생보고서’와 ‘다문화공생플랜’에서 규정된 바를 이행하고 있음을 말해준다. 둘째, 기업, 병원, 학교 등 행정기관 이외에 외국인주민의 생활에 필수불가결한 대상과의 적극적인 연계를 시도한다는 점이다. 이는 광역지자체가 중앙정부나 기초지자체보다 적절한 ‘압력’ 행사를 할 수 있는 경우 두드러지기 때문인데, 기후현의 경우 특히, 외국인주민을 고용하는 기업과의 연계가 눈에 띠며, 인접 지자체와의 연대를 통해 효과를 높이고 있다. 이와 같은 기후현의 사례분석은 일본의 다문화공생정책의 다층성을 이해하기 위한 초보적인 작업으로서 의미를 지닌다. 그리고 본 연구를 발판삼아 앞으로 일본의 다른 광역지자체의 사례연구 축적과 국제 비교 연구를 시도함으로써, 보다 생산적인 논의를 진행할 수 있을 것이다.

영문 초록

This paper examines the case of Gifu Prefecture in order to examine the roles and functions of municipal governments which are important agents for Japan’s multiculturalism but rarely studied compared to the lower level local governments. Gifu Prefecture made public its policies for multicultural coexistence in 2007 and revised it in 2012 and 2017. It can be seen that the contents have been developed in conjunction with changes in the composition of foreign residents, such as, nationality, visa status and generation. Under such changes, Gifu Prefecture’s multicultural coexistence policies have shown the following characters as a municipal government. First, it plays an important role as a middleman for both bottom-up and top-down policy progress in promoting multiculturalism in the community. In other words, the municipal government plays a role as an organic link between the central government and the lower level local governments. And this indicates that the municipal government os fulfilling what is stipulated in ‘Multicultural Coexistence Report’ and ‘Multicultural Coexistence Plan’ announced in 2006. Second, in addition to administrative agencies, it tries to actively connect with entities that are indispensable for the lives of foreign residents, for example, corporations, hospitals and schools. This is particularly noticeable when the municipal government is able to exercise more appropriate pressure than the central government or the lower level local governments. In the case of Gifu Prefecture, the effect is enhanced through solidarity with neighboring municipal governments. This case study of Gifu Prefecture is meaningful as a rudimentary work for understanding the multi- layered nature of Japan s multicultural coexistence policy and should be developed into more productive discussion thorough other case studies on Japan’s municipal government and international comparative studies.
