국문 초록

현재 세계적 추세는 다자주의와 지역주의가 공존하는 방향으로 추진되고 있으며 1990년대 중반이후 지역주의가 강화되고 있다. 아울러 2010년대 이후부터는 TPP, RCEP등 Mega FTA로 지역적 연합의 범위가 확대되고있다. MEGA FTA는 추진의 핵심은 주요경제권에 대한여 기존의 FTA 보다 한층 더 광범위하고 포괄적으로 경제영토를 확장시켜줌으로써 보다 강력한 무역 장벽의 해소를 통해 경제 활성화를 할 수 있는 기회이다. MEGA FTA의 활용에 가장 직접적인 영향을 미칠수 있는 FTA 원산지 누적조항이다. 한국의 15건 旣체결 FTA는 모두 누적기준을 허용하고 있다. 누적조항은 글로벌 가치사슬에 가장 직접적인 영향을 미치는 규정으로 FTA 참여국이 역내 생산 네트워크에서 비교우위 산업에 집중 할 수 있다. 따라서 기업들은 FTA 활용으로 기업의 글로벌 전략 추진을 위해서는 FTA원산지 누적기준에 대해서 제대로 이해 할 필요가 있다.이에 본 논문에서는 FTA 누적기준의 활용화에 대비하기 위하여 다양한 누적기준에 대한 해석과 활용에 대한 소견을 밝혔다.

영문 초록

The current global trend progresses toward the direction for the coexistence between multilateralism and regionalism and regionalism is reinforced from the mid 1990s. In addition, the extent of regional partnership has expanded to Mega FTA including TPP and RCEP since 2010s. MEGA FTA is an opportunity to relieve stronger trade barriers and facilitate economic activation by expanding economic territories more widely and comprehensively than the previous FTA limited to major economic zones. The clause of cumulative rules of origin in FTA many have the most direct effects on the utilization of MEGA FTA. The 15 previous FTA in South Korea all permit cumulative standards. The cumulative clause gives the most direct influence on the global value chain that enables FTA participating countries to concentrate on comparatively advantageous industry in the regional production network. Therefore, companies need to attain a deep understanding of cumulative standards of origin in FTA in order to launch the corporate global strategies by utilizing FTA. This paper, thus, narrated the viewpoint on the interpretation and utilization of various cumulative standards to prepare for the utilization of cumulative standards in FTA.
