국문 초록

한-EU FTA 원산지 사후검증제도와 관련하여 FTA 원산지규정과 특혜관세 적용 요건 및 EU의 FTA 원산지 검증제도 전반에 대해 고찰하고 검증 관련된 사례를 바탕으로 사례의 시사점을 분석하여 우리나라 관세당국과 기업의 대응방안을 고찰한 것이다 검증사례분석결과 증명서류 요건 위반, 직접운송 요건위반, 원산지결정기준위반 등 다양한 항목에 주안점을 가지고 검증이 실시되었다. 이러한 시사점을 바탕으로 우리 관세당 국은 FTA 원산지검증지원센터 양성, 관세사 역할 확대와지원시스템 구축, 원산지검증관련 정보공유등을지원할수 있으며, 기업은 협력업체관리, 원산지관리시스템활용,각종사전심사활용등의 대응 방안을 통하여 원산지검증에 대비해야 할 것이다.

영문 초록

The purpose of this study is to analyze the requirements of FTA rules of origin, preferential tariff application and EU FTA origin verification system in relation to the post-verification system of FTA of Korea-EU FTA, analyze the implications of the case based on verification cases, This is a review of the countermeasures of companies. As a result of the verification case analysis, verification was carried out with a focus on various items such as violation of certification document requirement, violation of direct transportation requirement, breach of determination of origin place. Based on these implications, our customs authorities can support the development of the FTA origin assurance support center, expand the role of the customs agent, establish the support system, and share information related to the verification of origin, and companies can use the management of partner companies. It is necessary to prepare for the verification of origin through countermeasures such as utilization of various examination.
