국문 초록

공공기관의 이전 목적은 수도권에 과밀화된 인구 및 기능을 지방으로 분산시켜 국토의 균형적 발전을 도모하기 위함이다. 이러한 정책목표를 달성하기 위해서는 이전 대상 공공기관이 해당 지역과 얼마나 상생ㆍ협력하느냐에 달려 있다. 한국국토정보공사 역시 전주ㆍ완주 혁신도시로 이전하였으며, 이에 따라 지역경제 발전에 기여하는 방안을 모색하는 것이 본 연구의 목적이다. 한국국토정보공사가 지역경제 활성화에 기여하기 위하여 도출한 것이 전통시장 지원 방안이다. 기존의 전통시장에 대한 지원정책은 물리적 측면에 치중하였을 뿐만 아니라 1회성에 그치는 경향이 다분하였다. 이에 한국국토정보공사의 사업분야와 기술력을 고려하여 LBS 기능을 지원하는 전통시장 앱을 개발하였으며, 현재 다양한 용도로 사용되는 IoT 기능을 접목하였다. 이에 따라 전주남부시장을 대상으로 전통시장 앱을 개발하였으며, 비콘을 설치하여 LBS 기능을 지원하도록 하여 시장구역 내에서 내비게이션 기능을 할 수 있도록 하였다. 그럼에도 본 연구는 실험적 성격을 가지고 있기 때문에 일부 상점에 대상으로 실험을 진행하여 시장 전역에 대한 완벽한 서비스를 제공하지 못하고 있다는 한계를 내포하고 있다. 다만, 공간정보와 새로운 기술을 활용한 측면의 전통시장 지원정책에 대한 방향성을 제시함은 물론, 공공기관으로서의 사회적 책임을 수행하는 방안을 제시하는데 의의가 있다.

영문 초록

The relocation of public organizations is intended to distribute the overcrowded population and administration functions from the metropolitan areas for promoting the balanced development of the land. In order to achieve these policy goals, both the public organizations and the selected region should corporate positively. The purpose of this research is to find a way of LX’s contribution to regional economic development meanwhile LX relocated to the innovation city of Jeonju·Wanju. A traditional market support plan could be LX’s contribution to regional economic development. Many transitional market support policies were designed to provide materialistic advantages solely. Therefore, LX established a location-based traditional market application that satisfied with both LX s business field and technology. Furthermore, IoT have been integrated with the APP for various purposes. As a result, we developed a traditional market APP for Jeonju Nambu market and installed a corresponding beacon system to support a LBS function so the navigation function can be supported within the market area. this study delivered the LBS function to only limited stores due to an experimental condition. However, this study suggested ways to implement social responsibility as a public organization, and directions for traditional market support policies with utilizing spatial information and other new technologies.
