국문 초록

한국통일의 시점을 구체적으로 예측하기는 곤란하나 통일과정에서 상당한 치안혼란을 직면할 가능성이 높다. 특히 북한지역 치안시스템의 불완전으로 급변 시치안위험 상황에 처하게 될 수 있다. 통일을 전후한 북한지역의 치안위협요인은 급격한 체제변화에 기인한 북한주민들의 정신적 공황, 통일사회에 적응하지 못하여 발생하는 남북한 주민간의 갈등을 들 수 있다. 사회구조적 측면에서는 법제도의 차이에 대한 부적응으로 발생할 수 있는 범죄자화 및 반대로 북한주민의 취약성으로 인해 발생되는 범죄피해자화의 증가를 우려하지 않을 수 없다. 그러나 대규모 치안위협상황 발생을 대비한 한국의 경찰과 관련기관의 대응시스템은 현재의 준비로는 한계에 부딪히게 될 가능성이 높기 때문에 기관별로 구체적 시나리오를 마련하고 이에 대비할 수 있도록 하여야 한다. 특히 경찰의 경우 경비ㆍ정보ㆍ보안ㆍ외사ㆍ생활안전ㆍ여성청소년 기능별로 통일을 대비한 관련직제를 마련하고 지속적 교육ㆍ훈련을 통해 대응능력을 강화하여야 한다. 해양경찰의 경우 해양경비의 강화와 북한난민의 보트피플화에 대비한 특수구조단의 구조능력을 제고시켜야 할 것이다. 국가정보원과 검찰ㆍ법원 등 사법기관에서도 북한지역 치안안정을 위한 법제 정비 등 구체적 대응방안이 마련되어야 한다. 궁극적으로는 통일정착과정에서 북한지역 치안을 담당할 인력을 미리 양성할 수 있는 시스템이 구축되어야 한다. 이를 위해 경찰공무원 채용ㆍ교육과정에서부터 관련과정을 신설하고 대학 등 민간교육기관에서도 북한사회에 대한 이해와 치안안정을 달성할 수 있는 전문적 교육이 실시되어야 한다. 통일ㆍ북한학과 경찰학과정이 연계하여 인재를 육성하고 특히 중국동포(조선족 디아스포라)와 북한이 탈주민에 대한 교육 및 협력관계를 제고하여 전문적인 북한지역 치안담당인력으로 양성할 수 있도록 노력해야 한다.

영문 초록

Security risk factors in North Korea before or after the unification of South and North Korea include the panic of North Korean residents caused by a rapid regime shift and conflicts between North and South Koreans who are not accustomed to a unified society. From the aspect of social structure, people can t help but to worry about an increase in the number of criminals happened by maladaptation to stark differences between the two legal systems and on the other hand victims brought by vulnerability of North Koreans. To deal with such rick factors, the National Police Agency should build up organizations related to guard, information, security, external affairs, living safety and women and youth by function in preparation for the unification and reinforce countermeasure capabilities through consistent education and training. Meanwhile, the National Maritime Police should enhance maritime guard and rescue ability of a special rescue team in preparation for North Korean boat people . In addition, public safety agencies including the National Information Service and prosecution and court have to make concrete countermeasures such as improvement of legal system for offering public security in North Korea. To arrange a system to cultivate security experts in North Korea in the process of a successful settlement of the unification, unification preparation course ranging from hiring to training of police officers ought to be newly created and at the same time private educational institutes such as college should provide special education for better understanding North Korean society and offering public security. Unification and North Korean studies and police science are linked to each other to cultivate talented people. In particular, we should enhance the cooperative relations with ethnic Koreans living in China and North Korean defectors and do our best to raise professionals in charge of security in North Korea.
