국문 초록

한국의 정당민주주의는 제대로 작동하지 못하고 있고, 세계 각국도 기성정당들과 정치인들에 대한 불만으로, 포퓰리즘 정당들이 약진하고 있다. 국내외 정당민주주의의 위기를 초래하고 있는 최근의 현상을 공통적으로 포착할 수 있는 개념은 ‘포퓰리 즘(Populism)’일 것이다. ‘포퓰리즘’은 정치영역에서 낯선 개념이 아니다. 일반적으로 포퓰리즘은 정치적 병리현상 내지 대중을 선동하고 현혹하는 정치전략으로 부정적 으로 이해되고 있지만, 다른 한 편으로는 기성 정치인들을 자성하게 만들고 민주주 의를 더 활발하게 만드는 측면도 있다고 평가되기도 한다. 이 글에서는, 전세계적인 포퓰리즘 현상에 주목하여, 이러한 현상을 가져오게 된공통적 원인에 우선 주목한다. 즉, 대의제 민주주의 내에서 일반 대중이 기성 정치에 대해 실망하고 혐오감을 가지게 될 때, 그리고 사회적ㆍ경제적 양극화가 심각할 때, 대중은 기성 정치인이 ‘더 이상 국민의 진정한 대표가 아니다’라고 여기고 그러한 불만을 포퓰리스트 정치인이나 정당에 대한 지지로 표현하는 것이다. 이들은 사회적ㆍ정치적으로 풀기 어려운 문제에 대한 단순한 해법을 무책임하게 제시하여 보통 사람들에게 호소하고, 특정한 부류의 사람들을 적대화하여 대중을 선동하기 때문에, 사회적 갈등을 유발하고 다양한 헌법적 가치를 해칠 우려가 있다. 이때 국민 들은 포퓰리스트들의 정치적 도구로 전락한 것이다. 이에 대하여 이 글에서는 한국의 정당정치에서 포퓰리즘은 어떤 특수한 요인에 의해 활성화되며 어떤 양상을 띄는지와 관련하여, 한국 정당의 태생적 문제와 포퓰 리즘이 활성화되기 쉬운 정치ㆍ경제ㆍ사회ㆍ문화적 조건을 지적한다. 한국에서는 시민과 정치인들 모두 민주주의에 대하여 충분히 이해하고 있지 못하며, 헌법적으로 보장된 다양한 정치참여 방법을 알지 못한다. 그리고 한국은 특유의 정치문화 뿐 아니라 시민들의 정치참여를 방해하는 제도적 장애물들이 다수 존재한다. 결론적으로이 글에서는 더 많은 ‘시민교육’과 ‘정치참여’를 포퓰리즘으로 인하여 초래된 정당민 주주의의 위기를 극복할 수 있는 궁극적 방안으로 제안한다.

영문 초록

Party democracy in Korea is not functioning properly. In many countries populist parties are rising dramatically. Such recent phenomenon around the world could be captured with a word: ‘Populism’. ‘Populism’ is not a strange concept in the field of politics. Generally populism is understood negatively as a political pathology or a political strategy which incites and deludes the people. Meanwhile, the populism also has a positive aspects in that it leads the politicians reflect themselves and activates the democracy in some degree. This article focuses on populism’s rise around the world nowadays and the common cause of it. When the people dissatisfied with or feel disgust at the established politicians, and when social and economic polarization gets serious, the people think that the established politicians are not their true representatives any more and vote for the populists or populist parties. The populists (and the populist parties) propose a simple solution to the serious problems in the society irresponsibly and show hostility toward certain group of people to gain popularity, hereby they could cause social conflicts and violate important constitutional values. In this situation, the people were degraded to the instrument of the populists. Concerning the special factors which activate the populism in Korean party politics as well as the tendency of populism in Korea, this article points out political, economical, social and cultural conditions as well as the basic problems of political parties in the Korean context. In Korea, not only the people but also the politicians do not fully understand the democracy, therefore, do not familiar with the various ways of public participation. Moreover, there are many legal barriers which obstruct the people in participation in politics. In conclusion, this article suggests the ultimate solution to overcome a crisis of party democracy caused by populism: more civic education and more political participation of the people.
