서울 사대문안의 주소체계 개정에 대한 비판지명학적 분석

국문 초록

1990년대부터 본격화된 비판지명학의 분석에 따르면 주소체계에 포함된 지명에는 위치 식별의 편의성·효 율성이라는 실용적 기능뿐만 아니라 주민들을 체제 안에 순응시키는 행정편의, 기념·홍보, 과거 청산이라는 상징적 기능도 지니고 있다. 지번주소는 일제의 침략 과정에서 도입되었으나 오늘날에는 도로명주소 도입 시 일종의 전통으로 옹호 받을 정도로 안착했다. 국민들이 지번주소에 적응한 반면 정부는 지속적으로 일본식 지번주소로 인해 나타난 문제점을 서구식 도로명주소로 해결하려 시도했다. 그 일환으로 서울의 옛 도심 사대문안에 도입된 초기 가로명과 건물번호는 도로명주소에 뚜렷한 원형을 제공하였다. 세계화 조류에 편승하여 도입된 도로명주소는 실용적 기능과 상징적 기능을 동시에 내세우며 법제화까지 달성했으나 기존 주소체계를 고수하고자 하는 저항에 직면하여 현재는 일종의 교착 상태를 형성하고 있다. 본고는 주소체계 개정의 의의를 지리학적으로 규명하기 위해 비판지명학의 틀을 활용하여 주소체계 개정의 배경과 영향을 분석한다.

영문 초록

This study is based on a field of study called “critical toponymy” emerged from the 1990s, shed light on the politically contested toponyms which can fulfill symbolic functions as well as practical ones. Also Sadaemunan region, the capital of Korea for over 600 years shows a myriad of examples of culture wars, suitable to this point of view. The discussion starts with parcel number address, the former Korean address system first introduced as one of the Japanese colonist strategies in the early 20th century. Later in the middle of the century, while the citizens gradually got accustomed to the parcel numbers, Korean government struggled against colonial vestiges and unsystematically arranged parcel numbers. This administrative motives led them to implement prototypes of Western techniques: commemorative street names and house numbering. Subsequently the road name address was initiated in the trend of globalization and standardization. The new address, however, is now confronting huge resistance caused by practical, symbolic nature of toponyms. The former stands for identifying the right location, while the latter includes administrative expediency, commemoration, and clearance of colonial vestiges. To investigate geographical significance of address system reform this study utilizes critical toponymy, analyzing various backgrounds and influences of the new system.
