국문 초록

A. 마셜의 『경제학원리』는 분석적 측면에서 수학적 장치를 활용하여 리카도와 밀의 가치 및 분배이론을 정교화, 일반화 한 것이라고 평가된다. 마셜의 경제학 체계에서 수요와 공급의 이론이 두드러지게 보이는 것은 바로 이런 이유이다. 그러나 20세기 신고전파 중에서도 마셜은 자유방임 자본주의를 옹호하지만 경제시스템의 기능을 덜 가혹하게 만들기 위한 개혁에 상당한 여지를 허용하는 학자였다. 마셜의 개혁적 사상의 핵심이 그의 빈곤에 대한 사상이다. 마셜은 경제학의 근본 과제를 “인간의 진보”라고 생각했다. 그는 당대에 경제적 진보가 상당히 이루어졌지만 빈곤의 여전히 남아있다는 사실에 대해 개탄했다. 그래서 경제적 자유의 폐해로 발생한 문제 중의 하나인 빈곤에 대해 사회와 국가가 나서서 그것을 줄이도록 노력해야 하며, 그것이 사회에 이득이 된다고 역설했다. 마셜은 빈곤을 줄이기 위해서는 일자리의 안정성이 보장―즉 실업이 축소―되어야 하고, 노동자들의 생산성을 높일 수 있도록 교육·훈련이 제공되어야 한다고 생각했다. 마셜에서 고용변동의 주요 원인은 화폐적 현상으로서의 경기 순환이다. 그리고 경기순환과정에서의 명목임금의 경직성이 실업의 증가를 가져오는 한 원인이다. 그리하여 마셜 은 실업 대책으로서, 신용 변동을 막기 위한 신용의 적절한 조절과 화폐임금의 경직성을 완화하기 위한 노동효율성과 임금 표준의 설정을 제안했다. 그리고 마셜은 조화로운 노사관계를 유지하는 것도 중요하다고 생각했다. 마셜은 인적 자본의 축적과 인성의 개선을 통해 하층 노동자들의 만성적 저고용을 줄이고 빈곤을 해소할 수 있을 것이라고 생각했다. 그런데 빈곤층 부모들은 자녀 교육에 충분한 자원을 사용할 수 없으므로 교육에 대한 정부의 광범위한 지원이 필요하다는 것이 마셜의 생각이었다.

영문 초록

Marshall s Principles of Economics is evaluated as a refinement and generalization of the value and distribution theory of Ricardo and Mill by using mathematical tools. This is why Marshall s theory of supply and demand looks prominent in his economic system. But Marshall was a advocate of reforms to make the functioning of the economic system less severe. Central to Marshall s reform ideas is his idea of poverty. Marshall considered the fundamental task of economics as human progress. He deplored the fact that poverty remained, although economic progress had been considerable in his days. Therefore, he thought that society and the state should strive to reduce poverty, one of the problems caused by economic liberty. And that it benefits society. Marshall believed that in order to reduce poverty, job stability must be guaranteed - that unemployment should be reduced, and education and training should be provided to increase workers productivity. In Marshall, the main cause of employment fluctuations is the business cycle as a monetary phenomenon. And the rigidity of nominal wages in the course of the business cycle is the cause of the increase in unemployment. Thus, Marshall proposed the setting of labor efficiency and wage standards to mitigate the rigidity of monetary wages and the appropriate control of credit to prevent credit fluctuations. And Marshall thought it was important to maintain harmonious labor relations. Marshall believed that through the accumulation of human capital and the improvement of personality, chronically low employment of lower-class workers could be reduced and poverty alleviated. However, according to Marshall, because parents of poor people can not use enough resources to educate their children, there is a need for broad government support for education.
