정부 커미트먼트의 신뢰성과 총생산성

국문 초록

경쟁 환경이 변화할 때 여러 정책들은 선택효과(Selection Effect)를 발생시켜 산업생산성을 강화시킬 수 있다. 경쟁 환경 변화의 대표적 예가 무역자유화이다. 본 논문은 공적 자본투자 역시 경쟁 환경 변화의 한 예가 될 수 있고 이에 따라 주어진 산업분야에 선택효과를 발생시킬 수 있음을 보여주고자 한다. 공적 자본 투자가 이뤄질 때 민간기업들은 새로운 투자의 선도적 수혜자가 되기 위해 혁신(Innovation)을 모색하게 되고 자가 조정(Self-Adjustment)을 시도한다. 이러한 자가조정이 선택효과를 강화시키며 나아가 산업생산성을 강화시킨다. 중요한 점은 그 선택효과가 공적 자본투자가 실제 이루어진 시점에서 발생하기 보다는 정부가 그 투자를 약속한 직후 바로 발생한다. 왜냐하면 민간기업들이 선도적 수혜자가 되기 위해 경쟁을 하며 최대한 빨리 정부 계획에 부합하는 투자계획을 마련하고자 노력하기 때문이다. 공적 투자에 대한 정부의 커미트먼트는 민간기업들의 자가 조정을 신속하게 하며 이에따라 공적 투자 효과가 빠르게 그리고 일관되게 나타나게 돕는다. 하지만 커미트먼트는 반드시 신뢰성이 전제되어야 한다. 공적 투자 계획의 취소나 잦은 계획 변경은 민간기업들로 하여금 정부 커미트먼트에 대해 신뢰성 문제를 발생시킬 수 있으며 이 신뢰성 저하 문제는 공적 투자 본래 목적과 기능을 무력화 시킬 수 있을뿐더러 나아가 산업생산성을 약화시킬 우려도 있다.

영문 초록

Trade liberalization can enhance aggregate industry productivity through selection effect. We shed light on the same effect of public capital investment on industry. Expansion of public capital investment can inspire firm’s self- adjustment for innovation. In case that public capital investment is complementary to private investment, opportunity cost for firm’s additional investment should be reduced. To competitively take the advantage, firms try an earlier and strategic response to commitment of the public capital investment. However, commitment risks a problem of incredibility. Possibility of a credibility problem can counteract the positive effect of the commitment for enhancement of aggregate industry productivity. This paper contributes to both research areas of public capital and aggregate productivity. Specially, it willdiscuss how commitment and credibility for public investment clock-wisely affect private investment for innovation and eventually enhance aggregate industry productivity. According to the study, not only trade liberalization but also commitment of public investment can help firms to self-adjust.
