국문 초록

민족공동체 개념은 나치체제를 이해하는데 필수적인 개념이다. 나치는 민족공동체의 형성을 약속하면서 정치와 경제, 사회의 모든 분야를 민족공동체 이데올로기에 따라 재구축하고자 했다. 연구개념으로서의 민족공동체는 첫째, 나치에서의 변화된 정치적·사회적 권력관계를 표현하는 것이며, 두번째 사회적 약속을 통해 주민들을 동원하는 기제이며, 세 번째 나치체제 의 통합과 배제의 특성을 지칭한다. 나치의 사회정책은 민족공동체 이데올로기와와의 연관성 속에서 파악될수 있다. 나치는 계급투쟁을 극복하고 민족공동체를 수립한다는 명분으로 사회적 파트너쉽에 기초한 바이마르의 노동질서를 폭력적으로 파괴하고 기업공동체 이데올로기에 입각한 새로운 나치적 노동질서를 수립하였다. 민족공동체와 업적공동체를 수립하는 임무를 부여받은 노동전선은 노동자들을 규율하는 동시에 체제 내로 통합하기 위한 다양한 사회정책적 활동을 벌였다. 노동전선의 산하조직인 기쁨을 통한 힘은 여행, 스포츠, 문화활동등의 다양한 여가를 노동자에게 제공함으로써 노동자들을 체제 내로 통합하고자 시도하였다. 노동의 아름다움은 공장의 환경을 개선하고 합리화함으로써 노동의 생산성을 높이는 동시에 노동자들의 통합을 촉진하려는 시 도였다. 사회보험분야에서 나치는 조직을 통합하여 행정합리화를 추진하는 한편보험료는 올리고 급여는 낮추어 재정의 안정화를 이루고자 하였다. 사회보험의 구체적 운영은 인종주의적 특성을 보여주며 군수산업과 전쟁준비에 복무하는 성격을 가지고 있었다. 사회복지분야에서 민족복지회는 나치 최대의 조직으로서 인종주의에 입각하여 사회적 약자가 아닌, 민족의 동지와 ‘가치있는 자’에게 다양한 후생복지혜택을 제공하여 미래의 건강한 민족을 재생산하는 것을 목표로 하였다. 이들에게 복지는 개인이 아니라 민족을 대상으로 하는 것이었다. 민족복지회의 활동은 근대적 성격의 가족·인구정책을 발전시켰지만 그것은 철 저히 인종주의에 기반하고 있었다. 월동구호단은 민족은 스스로 돕는다는 구호 아래 전국민을 대상으로 대규모 자선모금활동을 벌였고, 이것은 민족공동체의 실현의 징표로서 선전되었다. 나치 사회정책의 많은 부분은 독일제국과 바이마르공화국에서 이어지는 근대화 과정의 연속성을 보여준다. 그러나 민족공동체를 형성하기 위한 도구로서의 나치의 사회정책은 복지국가의 민주주의적 성격을 제거하고 근대적 주체로서의 개인의 자리에 민족을 대치함으로써 퇴행적인 특성을 보여 주었다고 할 수 있다.

영문 초록

The concept of ‘national community(Volksgemeinschaft)’ is the key element in understanding of the Nazi regime. The Nazi promised the building of Volksgemeinschaft, which regulated the whole spheres of the political, economical, and social life of the Nazi era. As a research concept, Volksgemeinschaft is related to the three application categories; 1) to describe the changed political and social power relations, 2) to describe a mobilizing mechanism through social promises, 3) to refer to the inclusion and exclusion mechanism of the Nazi regime. The social policy of the Nazi regime can be seen in the context of Volksgemeinschaft. The Nazi destroyed the Weimar labor order based on the social partnership, and replaced it with the new Nazi labor order based on the principle of ‘Betriebsgemeinschaft’. The Arbeitsfront persued a social policy, which should not only discipline the working class, but also integrate it into the regime. The “Strength through Joy(Kraft durch Freude)” tried to integrate the workers by means of offering varieties of leisure activities like journey, sports, cultural experiences. The “Beauty of Labor(Schönheit der Arbeit)” was an attempt to enhance the labor productivity and to integrate the working class through the improvement of the working condition and the rationalization of the working processes. In the field of social insurance the Nazi tried to rationalize its administerial structure and to stabilize its financial foundation. The social insurance system had basically the racist characteristics and played a supporting role for the preparing the war. The activities of the NSV(Nationalsozialistische Volkswohlfahrt) revealed a racist aspect, which can be best seen in its support only for the strong and the racially pure, not for the socially weak. The ‘Winter Aid(Winterhilfswerk)’ was largely propagandized as a realization of Volksgemeinschaft by means of the ritualized yearly collecting action for the people in need. The social policy in the Nazi era shows the continuity in the modernizing process from the Imperial Germany over Weimar Republic on. But as a vehicle for Volksgemeinschaft, the social policy eliminated the democratic aspects of the welfare state and replaced the individual as a modern subject with the nation, therefore it can be regarded as regressive in the history of welfare states
