노인주거복지대책으로서의 주택협동조합 활용에 관한 탐색적 연구

국문 초록

본 연구는 주택협동조합이 노인주거복지대책으로 활용이 가능한지 탐색 하기 위해 노인주택정책과 주택협동조합 사례를 중심으로 연구하였다. 주택 협동조합이 활성화 되어 있는 스웨덴과 미국의 노인주택정책과 주택협동조 합정책, 국내 사례를 분석한 결과 스웨덴과 미국은 정부보조금, 협동조합연 합조직 지원, 장기무이자 또는 저리대출 등으로 주택협동조합이 발전하였으나 아직 한국은 주택협동조합에 대한 지원제도가 전무하여 조합원들 스스로 문제를 해결하고 있기 때문에 그 발전에 한계가 있는 것으로 나타났다. 따라서 주택협동조합이 노인주거복지대책으로 활용되기 위해서는 정부의 적극 적인 보조금지원, 주택협동조합설립에 대한 행정적 지원과 규제의 해소, 장기무이자 또는 저리대출과 함께 주택협동조합을 노인복지주택에 포함시키 거나 주거기본법상에 주택협동조합의 설립을 활성화할 수 있는 규정의 신설 등이 필요하다는 시사점을 얻을 수 있었다.

영문 초록

This study aims to investigate the cases of housing cooperative and housing policy for the elderly, and to propose an application of housing cooperative as a countermeasure of housing welfare for the elderly. It was found that the housing cooperative had advanced by the government subsidies, support of cooperative federation and a long-term free or low interest loan in Sweden and U.S., as a result of analytical case study of housing policy for the elderly and housing cooperative policy in Sweden, U.S., and Korea. However, the development of housing cooperative in Korea has limit to its potential in that cooperative members settle the matters by themselves as there is no any support program for housing cooperative in Korea. In conclusion, it is required that positive subsidy support by the government, administrative support and deregulation on the foundation of housing cooperatives with a long-term free or low interest loan to utilize housing cooperative as a policy for housing welfare for the elderly. Furthermore, housing cooperative for the elderly should be contained within the elderly welfare housing being supported by the government, and the regulation should be established for vitalization of the foundation of housing cooperatives.
