정보화가 사회복지조직에 미치는 영향에 관한 고찰

국문 초록

정보사회의 성장과 함께 정보화(Information Technology : IT)는 사회복지조직에 많은 영향을 주었다. 그러나 새로운 정보기술이, 휴먼서비스를 제공하고 있는 우리나라 사회복지조직에게 어떤 영향을 주고 있는지 혹은 미칠 것인지, 우리나라에서 활용될 수 있는 정보화 프로그램은 무엇인지, 어느 정도까지 사회복지조직의 서비스 질을 향상시킬 수 있는지에 대한 체계적인 연구가 미미한 상황이다. 따라서 본 연구의 목적은 미국을 비롯한 유럽의 몇몇 나라의 휴먼서비스조직(Human Service Organization)은 정보화를 어떻게 활용하고 있는지 그리고 정보화의 활용이 사는데 있다. 정보화 도입에 따른 업무의 변화에서는 새로운 업무의 발생, 사무업무의 축소, 중간관리자의 역할 증대 그리고 업무의 효율성 증가를 보고하였다. 조직의 운영에서는 시간절약, 정확성과 적시성, 비용절감 그리고 서비스 향상 등 긍정적 측면의 결과를 보고하였다. 의사소통에서는 정보화가 정보전자메일의 활용, 문서화된 보고서 등으로 의사소통의 정확성과 질의 향상을 가지고 왔다. 그러나 조직내의 의사결정 권위체계는 그대로 유지되고 있거나 혹은 의사소통의 집권화가 더 강화되는 경향을 보여주고 있다. 마지막으로 조직구조에서는 정보화 초기에는 대형 컴퓨터 시스템의 도입으로 조직의 수평적 구조 형성에 정보화가 영향을 주었다고 하였다. 그러나 정보시스템이 도입된 이후에는 정보화가 조직의 위계 및 권위구조의 변화에 별다른 영향을 주지 않았다. 한편 최근 정보화 관련 연구자들은 정보화를 사회복지조직의 효율적인 조직관리도구로서 뿐 만 아니라 조직의 성과를 대내외적으로 보여 줄 수 있는 사회복지서비스의 책임성 검증 도구로 제시하고 있다.

영문 초록

With the growth of an information oriented society, Information Technology(IT) has influenced on Social Service Organizations. However, there are few researches in Korea on how IT has influenced on Social Service Organizations, whether IT has improved organizational efficiency and effectiveness or not, and what applications of IT can be used in social service organizations in Korea. The purpose of this study is to examine the impacts of IT on organization environments in social service organizations through a review of the literature relating to informational technology functions, the impacts of IT in human service organizations, and the applications of IT in human service organizations. Examining of the relevant literature showed that IT has brought increasing new tasks, decreasing routine clerical works, improving in the quality of working life of office personnel, increasing the role of middle-managers and the performance of tasks. Even though communication in social service organizations through IT is horizontal, the hierarchy of decision making isn’t changed. some researches also indicated organizational structure affected by IT is flexible and becomes horizontal. However, others showed organizational structure isn’t changed by IT. The applications of Information Technology in social service organizations have produced improvements in organizational efficiency and effectiveness. Also, researchers relating to IT suggest that since social service organizations are under increasing pressure to develop accountability and sound management practices, administrative managers have to attempt to adjust to the new demands placed on them by implementing IT.
