기독교사회복지운동의 방향과 전략

국문 초록

본 연구는 먼저 ‘기독교사회복지’를 개념화하고 이어서 그 운동의 전개방향과 전략을 제시하였다. 기독교사회복지는 사회복지와 기독교가 공유되는 영역과 사회복지를 위해 활용될 수 있는 기독교 영역, 그리고 기독교와의 연계가 가능한 사회복지영역을 포함하는 기독교사회복지로 연계가 가능한 일반사회적 영역으로 구성된다고 개념화시켰다. 기독교사회복지 운동의 방향은 영성화, 공동체화, 전문화, 자원화, 그리고 정보화로 제시되었다. 첫째, 영성화 사업을 위한 전략으로서 봉사신학을 정립하고, 실천적 영성의 모델을 제시하며, 기독교 봉사캠프나 영성집회 등을 통하여 이타적 기도와 영성운동을 전개하는 한편 영성관련 문서 및 문화활동을 적극 펼칠 것을 제시하였다. 둘째, 공동체화를 위한 전략으로서는 교회 기초조직을 봉사기지화 하고 지역교회를 봉사공동체적 체질로 변화시켜 나가며, 지역에 근거한 초교파적인 교회 연합 봉사기구를 결성하는 것, 그리고 더 나아가 교회의 봉사절기를 제정하고, 민족공동체와 국제적 기독교 봉사공동체를 결성하고 정착시키는 것이 필요하다. 셋째, 전문화 사업을 위한 전략에는 교회사회사업 전문가 양성하는 교육과정을 설치하고, 교회 내에 제도적으로 봉사 직책을 설치하는 일, 그리고 교회사회 사업 지침서와 프로그램들을 개발하여 제공하고 자문하는 일 등을 포함한다. 넷째, 자원화 사업을 위해서는 복지자원을 발굴하고, 후원자 개발 및 조직 활동, 보상과 격려, 투명한 행정처리를 위한 지침, 그리고 자원과 서비스의 연계 활동을 전개해야 한다. 다섯째, 정보화 사업에는 전국적인 포털 사이트 홈페이지를 개설하며, 정보시스템 관련 교육과 훈련, 문서작업 및 업무처리 절차, 의사소통 및 결재 방식의 정보화 등의 과제들을 제시하였다.

영문 초록

This study is conceptualizes the means of the words ‘Christian social welfare’ most of all. It also suggests that the directions and strategies of Christian social ministry in the Korean community. Christian social welfare is consisted with the sphere of which overlapped with Christianity and social welfare. Also, Christianity sphere that can be used for social welfare and social welfare sphere can be mobilized for Christian ministry should be included to the Christian social welfare. This article suggests that the spiritualization, communalization, professionalization, mobilization, and computerization to be the directions of Christian social welfare movement. The spiritualization, the first strategy means the establishment of the social ministry theology, suggestion for the models of spirituality means of the faithful practices, the development of the movement of altruistic prayer and spiritual revival through the Christian ministry camps and activities, and publication of the spiritual literatures and the performances of Christian culture. Second, the strategy of the communalization means to change the church to be the social service base camp, reform the local church’s constitution as the care community constitution, and organize the local and ecumenical church union for the church social ministry. And further more, it relates to produce the special seasons of the church for social service. It also and establishes and settles the ethnic community and international service organization Third, the strategy of the professionalization includes the settlement of the educational courses for the professional church social workers, establishment of the social minister position in the context of the church, and providing and consulting the manuals and programs for the church social welfare activities. Fourth, the strategy of the mobilization are seeks for the welfare resources, the development and organization of the activities of support groups, the recognition and encouragement, the guidance for the fair money management, and the linkage activities between the resources and services. Finally, the strategy of the computerization suggests the establishment of the internet portal site, the education and discipline related the information systems, word process, internet utilizations, and computerizing the activities of telecommunication and decision making.
