국문 초록

구조조정, 대량실업, 마이너스 경제성장, 감축경영, 빈곤 심화 등으로 특징되는 1997년의 외환위기 이후 기업은 복지비용을 통제하려는 움직임을 가속화하였으나 가치관 변화 및 욕구의 고급화 ㆍ다양화 등으로 인해 현행 기업복지에 대한 종업원의 불만 표출이 증가하는 상호 대치되는 상황이 나타나고 있다. 이에 따라 기업복지비용을 적절히 통제하면서 종업원의 만족도를 높여 결국에는 기업의 생산성 향상을 통한 경쟁력 제고에 힘써야 할 당면성이 증대되고 있으며 국가 사회간접시설의 최일선 업무를 수행하는 공기업 또한 예외가 아닐 것이다. 이와 같은 맥락에서 본 연구는 기업복지의 개념 및 역할, 특징과 변화 추세, 그리고 공기업 복지의 수준 등에 대해 기존연구를 중심으로 고찰하였다. 본 연구는 공기업(정부투자기관관리기본법에서 관리되는 13개 공사)의 종업원을 대상으로 현재 운영되고 있는 유형별 기업복지프로그램이 기업복지 만족도에 영향을 미치는 정도를 정밀히 측정하여 기업복지 만족도에 결정적인 영향을 미치는 프로그램을 발견하고 그의 강화요인을 발굴하여 기업복지의 개선방안을 모색하는데 그 목적을 두었다. 이러한 연구목적을 달성하기 위해 본 연구는 기업복지와 관련된 기존연구를 고찰하고 이를 토대로 가설을 설정하였다. 이 연구결과는 인구통계학적 변수와 기업복지만족도와의 상관분석 및 일반선형모형분석에 의하면 분석변수 중 거의 대부분이 기업복지만족도와 유의하지 않았지만 18개 프로그램 중 11개 기업복지프로그램이 기업복지만족에 직접적으로 영향을 미치는 변수로 확인되었다. 기업복지만족도에 영향력을 행사하는 11개 상관프로그램에서 가장 중요하고 결정적인 요소와 유효대상을 발굴하여 「기업복지 만족도 증대 강화테이블」을 정립하였다. 이는 한정된 기업복지 재원을 효율적으로 투자하여 기업복지만족도 증대의 본질을 파악한 것으로 의미를 부여할 수 있을 것이다.

영문 초록

Since 1997, Under the system of IMF regime characterized by restructuring, mass unemployment, economic downturn, tightening management, worsening of poverty, etc., corporations have accelerated their maneuvers to reduce welfare cost. On the other hand, their employees have expressed their accumulated discontents about current welfare systems with their value changes, enhanced and diversified tastes. Thus the necessity of promoting employees’ satisfaction while properly controlling corporations’ welfare cost has increased than ever before in order to enhance corporate competitiveness through productivity improvement. And public corporations which manage the social fundamental facilities would not be an exception in this trend. In this context, this study focused on the existing studies on the idea and role of corporate welfare, its character and development process, public corporations’ welfare level, etc. This study aims at seeking for the measures to improve corporate welfare system by finding out crucially influential programs on corporate welfare satisfaction and pinpointing reinforcement factors through measuring the current corporate welfare programs’ influential degree on corporate welfare satisfaction by types whose subjects are employees from public corporations(13 corporations subject to the basic law on government-invested corporation management.). To accomplish this aim, this study examines the existing studies on corporate welfare and makes assumptions on this basis. It turns out that most variables under analysis do not have any significance in corporate welfare satisfaction according to correlation analysis on demographic variables and welfare satisfaction of public corporations’ employees and general linear model analysis. However it was verified that 11 of 18 corporate welfare programs make direct influence on employees’ welfare satisfaction. Finally, at the result of examining the most important and crucial factors in above mentioned 11 welfare programs, this study sets up “Table of enhancing welfare satisfaction”. This is meaningful in that it grasp the substance of corporate welfare satisfaction growth through the efficient investment of restricted financial resources for corporate welfare.
