국문 초록

여성의 빈곤이 모든 사회에서 발견되는 현상인데 반해, 빈곤문제를 다루는 학술적 논의들은 그동안 빈곤과 성(gender)의 구조적이고 체계적인 관계에 대해 인식을 하지 못했으며, 최근에 와서야 여성학적 접근을 통해 주목받기 시작했다. 이 글은 유교적인 가부장제의 전통이 강하게 남아있고, 급격한 경제성장을 이루면서 자본주의적 요소와 가부장척 가치가 상호작용을 하고 있는 한국사회에서의 빈곤의 여성화(feminization of poverty)라는 현상을 검토하고 있다. 법정빈민 자료 뿐만 아니라 도시빈번과 도시지역 임금소득 가구의 원자료를 재분석하여, 빈곤인구의 특성과 집중도를 가구주 성별로 분석한 결과, 빈곤인구의 거의 2/3이 여성이고 빈곤한 노인인구 중 4/5 가 여성이라는 점이 드러났으며, 대부분의 미망인이 주변적인 상태에 머물러 있고 도시지역 임금소득 여성가구주 가구의 절반은 1인당 소득이 전체 가구 소득평균의 30%에도 못미친다는 점이 밝혀졌다. 분석의 과정에서 특히 극빈층에 남성보다 훨씬 많은 여성이 집중되어 있다는 점이 명확해졌으며, 이러한 현상은 한국사회에서 가부장적인 요인과 자본주의적 산업화가 상호작용한 당연한 논리적 귀결로서 해석되었다. 이러한 상황을 변화시키기 위해서는 빈곤을 퇴치할 일반적인 조치, 모든 여성의 지위를 향상시킬 조치, 그리고 가난한 여성들을 위한 특별조치가 동시에 필요하다고 하겠다.

영문 초록

This paper is intended as a case study of feminization of poverty in a society where a strong Confucian patriarchal tradition has interacted with many other capitalist forces that made its unprecedentedly rapid economic growth possible. The information about the statutory poor and the lives of the lone mothers is used. And the raw data from the Survey conducted by the Social Welfare Research Institute of the Seoul National University and the Family Income and Expenditure Survey data of the National Statistical Office have been reanalyzed by sex of the household heads. Five categories of women have been examined to look into how many of them ate poor and what are their characteristics, This paper has shown is that it has been predominantly women who have submerged down to the bottom stratum, and located at the mother, as an agricultural worker, and as a household head with unstable job with lower pay. The concentration of women among the poorest and the poor in Korea is a logical corollary of the strong entrenched forces of patriarchy which have interacted with capitalist industrialization. Three sets of actions needed. First is general measures to address poverty. Second is the measures to improve the position of alt women. And the third is specific measures for women who are poor. All are simultaneously needed. Without the first and second type of efforts, the third becomes only residual, and temporal. Without the third type of achievement, neither the poverty can be reduced significantly, nor the womens status can be said improved.
