국문 초록

급속한 고령화와 독거노인 가구 증가에 따라 다양한 노인주거 대안에 대한 필요성이 높아지고 있다. 본 연구는 노인복지 현장의 실무자를 대상으로 저소득 독거노인 주거 안정 차원의 개입에 대한 이들의 경험과 최근 정부와 지자체 중심으로 시행 중인 주거안정 개입에 대한 의견을 살펴보고자 하였다. 그리고 국내외 선행연구에서 노인주거 대안으로 제시되는 서비스지원노인주택과 공동생활 방식에 대한 인식을 탐색하고자 하였다. 초점 그룹 면담 방식으로 진행된 22명과의 심층 면담에서 도출된 결과는 다음과 같다: 1) 높은 필요에 비해 주거복지 체계 양적·질적으로 미비하여 실질적인 개입 제한적일 수밖에 없음, 2) 최근 시도들 긍정적이나 여전히 시혜적 차원이며 노인 이용자 입장 배려는 매우 부족함, 3) 전문 분야에 따라 서비스지원 주택의 성격에 대한 이해 정도 다르며, 공동생활 용어에 대해 부정적임, 4) 저소득 독거노인 주거안정을 위해 노인주거복지에 대한 보다 높은 관심과 다양한 대안들이 필요하다고 강조함. 연구 결과를 바탕으로 저소득 노인주거복지 실천을 위해 고려할 것에 대해 다섯 가지 제언을 하였다.

영문 초록

Rapid population aging and an increase in older individuals live alone require flexible policy and programs to address challenges facing current housing environment. This study aimed at critically examine the opinions on the recent central and local government –initiated housing interventions from the practitioners in the field. The focus was on their perception about the service-enriched housing models and collective living environment as an alternative living environment for older adults. Our findings from the in-depth focus-group interview with 22 practitioners are as follows: 1) Current housing welfare interventions lack systematic system, so that it is only limited to substantial intervention, 2) Recent policy/programs efforts seem promising, but still based on means-based scheme, lack of care for older adults, 3) There is different level of understanding on service-enriched or supportive housing models, and particularly, a strongly negative perception about the term ‘collective or congregate living’ warrants a careful and cautious approach to policy making efforts, 4) It is emphasized that there should be need for more attention to the housing welfare for older adults and various alternatives for the elderly living alone with low incomes. We provided five implications that are important for developing housing models for low-income older adults.
