중․고령 여성가구주의 연령특성별 빈곤 및 저소득에 미치는 영향연구

국문 초록

본 연구는 중․고령 여성 가구주의 일반적 특성과 연령별 특성에 따른 빈곤 및 저소득에 미치는 영향을 분석하여 실천적 정책대안 제시를 목적으로 하고 있다. 이를 위해 본 연구에서는 국민연금노후보장패널(KReIS) 1․2차 자료를 활용하여 분석한 결과, 절대빈곤율(경상소득 기준)이 경제활동세대 40.8% 연금배제세대는 65.1%로 전체가구 빈곤율 10.55% 보다 훨씬 높았으며, 상대빈곤율 또한 전체가구 빈곤율이 16.96%인데 비하여 연금배제세대는 35.3%로 2배를 넘고 있다. 불평등 정도를 보면 10분위분배율이 41.5% 내지 46.4%(전체가구 56%), 지니계수가 0.337 내지 0.359(전체가구 0.3)로 큰 차이를 보이고 있으며, 특히 ‘경제활동세대’ 여성가구주의 소득 불평등이 큰 것을 보여주고 있다. 이러한 분석의 결과를 바탕으로 ‘경제활동세대’ 여성 가구주에는 기존 노동시장의 불평 등한 소득구조가 노후에 까지 이어지는 것을 막기 위하여 국민연금제도에서 최저가입기간의 완화,돌봄노동의 가치인정, ‘연금수급세대’이후 에는 최저생활보장을 위한 기초생활보장 자격요건의 완화, 기초노령연금액의 상향을 제시하였다.

영문 초록

The purpose of this research lies in analyzing actual condition and factor on poverty and low income by general and age character of women-householders and presenting a practical policy. For this research, the researchers referenced the first and second data of KReIS(Korean Retirement and Income Study) and came up with this conclusion. The absolute poverty rate of producing generation is 40.8% and for pension-excluded generation, it was 65.1% which was higher than the whole households poverty rate 10.55%. Also, the relative poverty rate of pension-excluded generation is very high by 35.3%. This percentage is recorded to be 2 times higher compared to the whole households poverty rate which is only 16.96%. Considering the degree of inequality, a 10-stage distribution rate spreads from 41.5% to 46.4%, and Gini coefficient degree spreads from 0.337 to 0.359, which each of them represents a considerable margin with the whole households and income inequality is especially large in women-householders of producing generation. Based on this analysis, the researchers suggested easing of the lowest application terms in national pension system and alleviation of the qualifications for security system of basic living and an upward of benefit in the basic old-age pension system.
