효율적인 지적재조사사업 추진을 위한 사업지구 난이도 산정에 관한 연구

국문 초록

제1차 지적재조사사업 기간(2012∼2016) 중에 정리된 필지는 총 542만 필지 중 23만(4.2%) 필지로 그간 추진이 미흡하여 사업추진율을 높이기 위한 다방면의 방안이 마련되어야 한다. 이러한 방안의 하나로서 본 연구에서는 지적재조사 사업 지구별 난이도를 산정하는 방법을 제시하였다. 사업지구별로 난이도를 산정하여 점수화 한다면 지구별 사업추진 시 어려운 점을 미리 예상해 볼 수 있고 더 나아가 사업계획 수립 시 기준에 적합한 우선 사업지구를 선별할 수 있을 것이다. 따라서 본 연구에서는 사업지구별 난이도를 산출하기 위한 방법으로서 난이도 요소 수집, 난이도 요소 결정, 난이도 산정 모델 설계, 가중치 조사, 분석 데이터 수집, 적용 기준표 작성, 난이도 평가 모델 조정, 점수 산출, 난이도 등급 도출 등을 단계별로 진행하였다. 또한, 아직 사업을 시행하지 않은 사업지구에 대해 현황정보를 추가적으로 수집하여 난이도 평가 모델에 적용하였다. 이러한 방법으로 난이도 산정 모델의 적합성을 검증하였으며 최종 점수 산정 시에는 정성적인 평가를 추가하여 정량적인 평가의 부족한 면을 보완하였다. 이번 연구에서 도출한 난이도 산정모델은 사업지구별 특성을 평가하도록 마련되었기 때문에 동일한 조건에서 전국의 사업지구를 객관적으로 평가할 수 있는 도구가 될 것으로 기대한다.

영문 초록

The number of parcels surveyed in the first cadastral reform project period(2012∼2016) is 234,000 (4.2%) of the total 5.42 million parcels, which is insufficient compared to the plan. So it is necessary to prepare various methods to increase the project promotion rate. As one of these methods, In this study, we proposed calculating the difficulty level in the each cadastral reform project district. If the difficulty level is calculated and scored according to each district, it will be possible to anticipate the difficulty of the project promotion by the district in advance, and furthermore, the district can be selected when establishing the project plan. Therefore, in this study, we conducted each step as a method to calculate the difficulty level of each business district, such as collection of difficulty element, determination of difficulty factors, design of difficulty calculation model, investigation of weighting, analysis data collection, creation of application standard list, adjustment of difficulty evaluation model, score calculation, and deriving difficulty level etc. In addition, we collected additional status information for project districts that have not yet implemented. The fitness of the model was verified by applying it to the difficulty evaluation model and the qualitative evaluation was added to the lack score of the quantitative evaluation when the final score was calculated. It is expected that the difficulty evaluation model will be a tool to objectively evaluate the project districts nationwide under the same conditions because it is designed to evaluate the characteristics of each project district.
