국문 초록

러시아는 세계 최대의 국토면적과 천연자원을 보유하고 있으며 체제전환기 과정을 통해 경제대국으로 성장하기 위한 다각적인 노력을 통해 중국을 이은 세계최대의 시장으로 부상하고 있다. 특히 1986년 고르바초프의 페레스트로이카를 시작으로 시장중심체제의 경제자유화추구는 러시아 경제의 새로운 변화를 예고하였고, 그 이후 새로운 신흥시장으로서 세계경제 에서 차지하는 비중이 점차 증가추이를 보이고 있는 국가이다. 농업 분야도 개혁과정을 통해 집단농장과 국영농장의 농업구조 개편과 농업생산성 확대를위한 토지사유화 및 개인농 활성화를 집중적으로 추진하였다. 그러나 다른 산업과 달리 농업부분에 대한 변화는 상대적으로 낮아 농업생산성의 증대를 도모하는 데에는 많은 어려움을 겪고 있다. 이러한 농업환경을 지닌 러시아는 최근 보유자원을 통한 경제성장을 통해 소비자의 소득이 증가함에 따라 농산물수요가 급증하고 있는 상황에서 최대 농산물 수입국으로 부상하고 있다. 이에 우리나라는 농산물 수출시장 개척차원에서 농업생산성이 낮은 러시아를 새로운 농산물 수출시장으로 개척하기 위한 전략적 방안들이 논의되고 있지만 러시아 농업구조의 역 사적 고찰을 통한 농업환경의 이해가 필수적인 요인이 되고 있다. 본 연구는 러시아 농업개혁의 시대적 고찰을 통해 농업환경 변화를 살펴보고 향후 시장진출과정의 전략방안을 제시하는데 있다.

영문 초록

Agricultural Exports should be pursued actively in the era of market opening in order to improve the local agribusiness quality and strengthen its competitiveness. The purpose of this study is to understand the export status of korea agri-food products to Russian and detect challenge and matters for improvement, and to finally find out measures to increase agro-food product export to new market. However, we have learned lessons form previous success of failure that prior understanding of export feasibility, phase in expansion of export volume and so on are essential. So, considering climate and natural features of the importing countries, the area of further effort including expanding the possibility of developing potential markets. The yield of export and improt between two countries wa increased drastically. In the future, for the increasing export of agri-food to Russia, it need more detail information and understand of Russia agricultural historic experience and policy. Consequently, In order to expand export of agro-food, first of all we need to direct effort to enhancing competitiveness in quality and improving price competitiveness as a supplementary move. competitiveness in terms of quality and price could be enhanced by improving production facilities, developing new technologies and improving institutions of export supporting systems. Secondly, the export volume should be secured and it can be achieved by systematically running a large export organization and unifying leadership organizations. Finally, the government-level effort could be simplify the support systems and cooperate with local government level.
