국문 초록

이 논문은 서지적, 실증적 분석을 통하여 1966~1992년 동안 포항제철의 성장이 한국 경제의 성장에 미친 간접적 효과, 즉 정부와 사회의 학습효과, 자신감 전파, 글로벌 기업으로서의 성장 모델로서의 효과를 분석하고 있다. 신문기사를 이용한 서지적 분석에서 발견한 결과는 다음과 같다. 첫째, 건설 초기단계에서 중요한 것은 효율적인 시설규모를 건설하는 것과 그에 필요한 자금(특히 외자)과 시장 문제 사이에 발생하는 상충관계를 해결하는 것이었는데, 이것은 개별 기업 차원에서 해결할 수 있는 문제가 아니었고 정부의 역할이 매우 중요하였다. 정부는 공장 건설에 필요한 외자를 도입하고 다양한 지원정책을 제공함으로써 대규모 프로젝트를 관리하는 노하우를 학습하고 축적할 수 있었다. 둘째, 포항제철 제1차 확장공사의 완공은 ‘우리도 할 수 있다’는 자신감을 널리 확산시키는 계기였다. 이를 바탕으로 기업 레벨에서의 국제경쟁력을 확보할 수 있는 방안에 관심을 갖기 시작했고, 공장 건설기간과 정상조업도에 이르는 기간의 단축 등과 같이 기업 내부적인 비용 절감 활동이 국제경쟁력을 확보할 수 있는 중요한 조건으로 제시되었다. 셋째, 글로벌 기업으로 성장한 1980년대의 포항제철의 성공의 역사는 대표 적인 기업성장모델로서 인정되어 다양한 관점에서 포항제철의 성공 요인이 보도되었다. 조업기술의 축적과 최신 설비도입의 중요성, 기업가의 역할, 효율적인 기업경영과 독자 적인 연구개발체제의 확립 등이 글로벌 기업으로 성장하는데 필요한 중요한 조건으로 제시되었다. 이상의 분석 결과의 타당성을 검증하는 한 방법으로 이 논문은 재귀추정법과 시간가변추정법을 이용하고 있다. 그 결과에 따르면 포항제철의 성장이 한국 경제 성장에 미친 효과 중 시간이 흐름에 따라 직접적 효과보다 간접적 효과가 더 중요해졌다는 것이다. 이는 한국 사회에 자신감 전파와 더불어 글로벌 경쟁력을 갖춘 기업의 성공 사례로서 포항제철이 갖는 중요성이 더 커졌음을 시사한다.

영문 초록

We recognized that the growth of the POSCO had direct and indirect effects on the growth of Korean Economy on the ground that POSCO was a basic materials industry, and was built and fostered before fully executing the promotion plan for The Heavy and Chemical Industry in the early 1970s. The purpose of this paper is to analyze indirect effects of the growth of POSCO on the Korean economy’s growth. For this, we used the newspaper articles about POSCO. To sum analysed results as follows. First, most important in early stage of construction was to solve the trade-off relations between efficient scale and fund(especially foreign capital) required for construction and demand of the goods. But A company alone could not solve these problems. In order to solve these problems, the role of government was very important. The government learned and accumulated know-how to administer a big project while the government had promoted the introduction of foreign capital necessary for factory construction, and provided lots of supported policies. Second, the completion of the first expanded construction was the chance to spread widely the confidence to success, that is, ‘we can do what we want’. After that time, POSCO tried to get a competitive advantage on foreign markets through firm-level efforts for cost-reducing such as the reduce of factory-building period and the period to full-operation since completion. Third, the growth of POSCO which was in position of global company in 1980s became to a typical firm growth model, and the success factors of POSCO were reported from various perspectives. The importance of operation skills and the newest equipment, the role of entrepreneur, efficient business administration and the establishment of independent research and development system was included. Meanwhile, this paper verified the effects of POSCO’s growth on Korean Economy’s growth to use recursive estimation and time-varying estimation in order to prove the above results. The verification showed that the indirect effects got more important than direct effects as the time passed.
