국문 초록

최근 정부는 제로에너지주택 등 에너지효율주택의 보급을 본격적으로 추진하고 있다. 그러나 에너지효율주택에 대한 소비자들의 인식이나 선호, 그리고 수요를 면밀하게 파악하려는 노력은 거의 이루어지지 않고 있다. 이에 본 연구는 서울에 거주하고 있는 484명을 대상으로 면접설문을 진행, 환경에 대한 인식 수준, 제로에너지주택에 대한 관심, 그리고 제로에너지주택에 대한 입주의사와 지불용의액 등을 살펴보았다. 분석결과 시민들 내에서 제로에너지주택의 필요성 및 입주의사는 70% 이상의 수치로 높게 형성되었다. 이는 향후 제로에너지주택에 대한 시장이 충분히 형성될 수 있음을 시사한다. 그러나 이 수요는 가격에 민감하게 반응하고 있었다. 에너지가격이 상승하거나 입주에 따른 추가비용이 발생할 때 입주의사가 큰 변화를 보인다는 점 등이 이를 입증한다. 구체적으로 에너지비용 절감의 혜택에 기초해 추가로 부담할 수 있는 비용의 규모는 임대가격 기준 16%, 매매가격 기준 20%이다. 그리고 국내 에너지효율주택의 입주의사는 환경운동에 대한 관심, 에너지효율주택에 대한 인식 등과 밀접히 연계되어 있다. 이는 에너지효율주택에 대한 적극적인 교육이나 홍보, 마케팅을 통해 관련 시장을 활성화시킬 수 있음을 시사한다.

영문 초록

The Government has expedited the policy to equip new buildings with energy-efficient system, in particular the Zero-Energy House (ZEH), which uses passive technologies reducing the building energy consumption and active technologies utilizing the New and Renewable energy source. However, little efforts have been made to understand the preference, demand, and willingness to live in or to pay for the ZEH. This study conducted face-to-face interviews covering 484 residents in Seoul in order to investigate perceptions toward environment, interests in the ZEH, and willingness to reside in and to pay for the ZEH. The findings of this study are as follows: 1) There is abundant demand for the ZEH among households. More than 70% of the respondents agree on the necessity for the ZEH, and have willingness to live in the ZEH. 2) This demand for the ZEH is sensitive to its price, meaning that the respondents change their willingness considerably when the price of energy rises or when they have to pay additional costs for the ZEH. In detail, the degree to which they are willing to pay more for the ZEH over the non-energy efficient houses amounts to 16% of the rental price and 20% of the purchase price. 3) The willingness to live in the ZEH is strongly related to the interests in the environment and to the perception toward energy-efficient housing. This implies that the ZEH market can grow significantly through the active education, campaigning and marketing efforts.
