1970년대 국정 <국사> 교과서에 나타난 애국심 교육과 국가주의

국문 초록

이 글은 해방 이후 한국사회에서 저항적 민족주의 담론 속에서 대두된 애국심 교육이 국가주의적 애국심 교육으로 착종되었던 제3차 교육과정기 국사 교육을 검토한 것이다. 제3차 국사과 교육과정의 교육 목표, 국정 중·고등학교 <국사> 교과서 그리고 중학교 <국사> 교사용 지도서에는 ‘민족’을 최고지상으로 하는 애국심 교육이 강조되었다. ‘민족’이라는 이름 아래 ‘나’를 희생하는 ‘타율적 애국심’ 교육이 강제된 것이다. 또한 정권의 이데올로기를 홍보하고, 정당화함으로써 국가라는 이름으로 체제에 대한 충성심을 강요하는 ‘국가주의적 애국심’ 교육이 추진되었다. 즉 박정희 정부는 1968년 국민교육헌장 제정과 뒤이은 제3차 교육과정 개정으로 국사과 독립, 그리고 국사교육의 강화를 표방하였으며, 정부의 이러한 방침은 국정 국사 교과서 서술에 그대로 반영되었다. 국정 국사 교과서 체제는 오늘날 민주시민으로서 공동체 의식을 함양하는데 오히려 장애가 될 수 있다. 국가주의적 애국심 교육은 현재의 다원화된 한국 사회의 사회통합에도 부정적인 영향을 미칠 것이 분명하기 때문이다. 국정으로 발행되는 국사 교과서 서술의 문제점과 한계를 분명하게 인식하면서 다양한 역사적 관점이 반영될 수 있는 교과서 자유발행제에 대한 근본적인 고민 또한 필요하다. 동시에 그동안 민족정체성 함양이라는 이름으로 ‘국가주의적 애국심’ 교육이 강제되면서 소외될 수밖에 없었던 인권, 민주주의, 평화 등 보편적 가치를 지향하는 역사교육의 새로운 방향 모색이 더욱 필요한 시점이다.

영문 초록

This article is study for 3rd curriculum of Korean history education that patriotism education, risen in the resistant nationalism discussion, was clashed with nationalistic patriotism education since Korea’s liberation. In the goals of 3rd curriculum of Korean history education, middle and high school government designated Korean history text book and the teacher`s Korean history education guide book, patriotism education was emphasized, evaluating nation(ethnic) as the highest value. Under the name of nation(ethnic), compulsive patriotism education which was sacrificing individual ‘I’ was enforced. Also promoting the ideology of the government and justifying it, nationalistic patriotism education, enforcing the loyalty to regime under name of the nation(ethnic), was propelled. Park’s government adopted policy of independence of Korean history education and strengthening Korean history education by establishing the Charter of National Education in 1968 and followed 3rd revision of curriculum. That government policy was concretely reflected in the description of government designated Korean history text book. Today, government designated text book system, can be an obstacle to make sense of community in order to keep the community as the democratic citizen. Because it is clear that nationalistic patriotism education will give negative effect to uniting diversified Korean society. Recognizing the problem and limit in government designated text book, also for the reflecting various historical views, we need to basic consideration for free publishing system for text book. In this connection, now is the time to search for a new way of history education for aiming the general value of human right, democracy, ignored in the past, in the course of enforcing compulsive nationalistic patriotism.
