영문 초록

An exclusive post for the support of crime victims was established within each district prosecutor s office and its branch office across the nation, after the Ministry of Justice published the comprehensive measures for crime victims on September 1, 2004. At the same time, a total of 54 Support Centers for Crime Victims, which are non-profit and non-governmental organizations, have been set up in units of prosecutor s offices, starting from the Seoul Southern Support Center for Crime Victims on December 5, 2004 and to the most recently(February, 2005) established Uieseong Center. These support by the government agency has a limit because of human and material factors, that is to say, the support for victims is the investigation agency s secondary obligation, which often leads to financial deficiency, and non-speciality. Because of those, the limits of the support for victims by the government authorities can be solved by the revitalization of NGOs support, which is the direction of how this paper develops. Nevertheless, a private initiated support has also various problems such as public relations, nationwide systematization, financial problems, taking information on victims in need of support, etc. In this sense, the paper reviews on methods to promote efficiency in a variety of areas including publicity activities by systematizing the support for victims on a national scale, and use of fine to the financial resources of support for victims. For all that, it also considers the desirable roles of a volunteer worker as a means of supplementing a financial deficiency in a private sector. Putting these discussions together, the most important point in this paper is that management of the Support Center for Crime Victims and its victory or defeat is largely dependent on how we utilize the resources of local community as a private sector. When it comes down to it, the question of crime victims is a problem of local community, and local residents themselves after all.
