영문 초록

Because the governance on fund operation have effects on long-term performance of public pension fund, efficient planing for operation fund s governance is an important subject for the performance enhancement. Also when considering a ripple effect on the nation’s economy by the increase of accumulated public pension fund, the importance of this argument can become serious. The cause of the problem, which is raising question on fund exhaustion, is the scale of fund and rigidity that happens during movement periods, thus, the first subject of argument should be a thesis of fundamental principle of the operation. Although recent arguments about governance of state pension fund is a general principle of the fund operation which is a combination of stability, profitability, and publicity, it cannot be avoided from criticism, which mentions that it is only concentrated on the enhancement of profitability by excluding social common consent on inevitable risk increase resulted from investing on risk assets. When considering that essence of fund operation is operating the assets, not only should be in pursuit of the profitability based on stability and to maximize the profitability, but also be certainly required to prepare the process that reflects the pension members will on reorganization of governance of state fund operation. Further, principle of public interest should be used passively to check only if investment operation of state pension fund as a subordinate concept or accessorial concept of financial investment principle violate the public interest. Present governance of state pension does not have a committee which is equipped with independence and professionalism. Since under the influence including itself is not operated as permanent establishment, it is difficult to examine professionally and efficiently over broad and professional fund operating cases. Therefore, when the reorganization in governance of fund operation is over, it needs to have an independent and professional committee of fund operation and thorough strengthened responsibility, and it is required to equip with institutional effort that can complement insufficient representation.
