지방자치단체 도시정비사업의 효과 분석

국문 초록

본 연구는 부천시의 주요 도시정비사업인 송내역 환승센터 건립 사업, 부천역 마루광장 조성사업, 원미로 보도 정비사업을 대상으로 사업효과를 실증 분석하였다. 이를 위해 이들 사업이 시행되기 전, 사업 시행 단계, 그리고 사업정착 단계의 시점에서 경제적, 사회문화적 효과를 조사하였다. 분석결과 이용시간의 변화, 사업목표에 대한 체감, 경관, 편리, 보행, 교통, 안전에 대한 만족도에 있어서 사업 시행 전보다는 사업 시행 후에 다양한 효과를 보이고 있었다. 하지만 일정 시간이 지난 사업 정착 단계에서는 효과가 다소 감소하는 것으로 나타났다. 이를 통한 주요한 시사점은 바로 합리적 정책결정과정에 의한정책이나 사업도 또 다른 정책문제를 야기할 수 있다는 점이다. 따라서 사업의 지속적 관리라는 측면에서 효과성이나 성과평가가 이뤄져야 하며 꾸준한정책환류를 통해 개선해나가는 것을 제안하였다.

영문 초록

The purpose of this study is to investigate empirical approach to the effect of city maintenance projects in Bucheon city. This study was conducted to analyze the effects of the construction project of the transfer center in Songnae, square development project in Bucheon Station, sidewalk maintenance project in Wonmi-ro. For this, I investigated the economic and socio-cultural effects of these projects before, during, and after the establishment of the project. Analytic results showed that it has a positive effect after project implementation than before project implementation about changes in usage time, perception of project goals, satisfaction with landscape, convenience, walking, traffic, safety. However, the effect is somewhat reduced at the stage of projects settlement after a certain period of time. An important implication of the analysis is that policy or project by rational policy making process can cause another policy problem. Therefore, efficiency and performance evaluation should be done in terms of sustainable management of projects and this study is proposed to improve through the correction of steady policy errors.
