국문 초록

본 연구는 서울시의 무상급식 갈등사례를 분석하여 서울시 기관 간 갈등 원인을 도출하고 해결방안을 제시하고자 지방정부 간 갈등의 영향요인을 세 분야로 나누어 분석하였다. 분석결과, 제도적 요인 측면에서는 관련 중재기구 규정의 모호성 및 조정력 부재, 주민투표 실효성 문제 등을 들 수 있었다. 환경적 요인 측면에서는 경제적 외부효과나 서울시의 경제적 부담감과 같은 경제적 이익 다툼과 정치적인 의도가 문제였다. 행위자 특성 요인 측면에서는 당사자 간 협상 부재, 중재자의 역할 미흡, 상대 집단의 불신 등이 문제점으로나타났다. 지방정부 간 또는 지방정부내의 갈등관계를 해소하고 이를 협력적 관계를전환하기 위해서는 우선적으로 갈등에 대한 인식 전환과 현재 미비한 제도적장치들의 보완이 필요하다. 또한 갈등해소를 위한 다양한 방안을 구축 및 활용하고 갈등의 조정과 그에 따른 관리가 이루어 져야 한다. 따라서 현재 부족한 갈등관리 방안을 보완하여 지방정부 간 갈등현상이 발생하였을 때 즉시 대응할 수단이나 제도를 구축하고 활용하려는 노력이 필요하다.

영문 초록

The Purpose of this study is to analyze the policy conflicts, free school meals service among local governments in Seoul and suggest the solutions for the complex policy phenomena. Especially, this study tries to discover the key factors affecting these policy conflicts from following three dimension: institutional arrangement, policy environment and the characteristics of policy actors. As a result of the analysis, institutional arrangements including ambiguity of related arbitration regulations, lack of coordination power, and the question of the effectiveness of referendum aspect the evolutionary processes of free school meals policy. From the view of the policy environments, economic externalities and the economic burden of the Seoul metropolitan government and political intentions were acted as a important factors. In terms of policy actor’s characteristics, there were problems such as lack of negotiation between the political parties, lack of mediator, and distrust of the other related group. Hence, in order to resolve the conflicts between local governments, it is necessary to supplement of the loopholes of existing institutional arrangements. In addition, it is vital to establish and utilize various measures to resolve conflicts, and coordinate conflicts and manage them accordingly.
