국문 초록

본 연구의 목적은 협력행위의 기제로서 재난경보시스템이 한국의 경기도와같은 광역자치단체에 어떠한 형태로 구축되고 활용되어야 하는지를 제안하고자 했다. 즉, 본 연구는 주요국의 재난경보시스템의 역할과 기능을 분석하여경기도에 적합한 재난경보시스템을 구축하기 위한 방안을 제시했다. 그 동안한국은 지진, 태풍, 산불 등 재난이 발생하였지만 초기에 재난을 효과적으로대응하고 예방하기 위한 재난경보시스템이 체계화되지 못하였다. 특히 미국,일본, 호주, 독일, 영국 등 해외의 재난경보시스템은 중앙과 지방정부의 역할이 명확하고, 실제 상황에서 활용이 용이하며, 재난경보시스템이 상시적으로운영되고 있었다. 그리고 정부와 민간, 유관기관이 협력적 거버넌스 차원에서대응력 있는 재난경보시스템을 운영하는 것으로 나타났다. 따라서 한국의 경기도가 가지고 있는 지역적 특수성을 고려하여 효과적인 재난경보시스템을구축하기 위해서는 운영 주체의 통합, 운영 채널의 다양화, 활용 중심의 재난경보 발송, 상시적인 재난경보시스템 운영, 민간 참여의 제도화 등을 제안 하였다.

영문 초록

The purpose of this study is to suggest how disaster warning system should be constructed and utilized in metropolitan municipalities such as Gyeonggi Province of Korea as a mechanism of cooperation. This study analyzes the roles and functions of disaster warning system suitable for (Gyeonggi Province)Korea. In the meantime, Korea has suffered large and small disasters, but in the early stage, disaster alarm systems have not been systematized to effectively respond to and prevent disasters. In particular, the Emergency Alert System in the United States, Japan, Australia, United Kingdom, Germany and other industrialized countries, the role of central and local government and clear, easy to take advantage of the actual situation, the emergency alert system have been operating. And it showed that operates the public and private sectors, disaster warning system in cooperation with related institutions responsive governance dimension. Therefore, in order to construct an effective disaster alarm system considering the local specificity of the local community organizations, the disaster alarm system is composed of the integration of the operation subject, diversification of the operation channel, dispatch of disaster alarm based on utilization, and institutionalization of participation.
