시민사회 공익활동 지원제도 개선을 둘러싼 논의의 지형

국문 초록

본 논문은 한국 시민사회의 공익활동 지원제도의 개선에 관한 논의들이 어떻게 구성돼 있는지 파악하고자 한다. 이를 위해 관련 논의들의 흐름을 특정단체에 대한 특혜적 지원폐지, 비영리민간단체지원법 재개정, 지원 거버넌스 구축으로 구분해 살펴봤다. 이어서 관련 논의들을 두 가지 차원으로 구획하고자 한다. 첫째는 변화의 정도로 기존제도의 ‘개선’, 민관 관계방식의 ‘개혁’, 지원 거버넌스의 ‘혁신’ 등 3가지 층위로 구분된다. 둘째는 공익활동 지원제도 개선의 핵심 이해관계자의 입장으로 무난한 관리를 원하는 ‘행정’, 정치적 이해관계에 따른 통제를 원하는 ‘정치’, 실효성 있는 지원을 원하는 ‘시민사회’ 등 3가지로 구분된다. 이를 통해 시민사회 공익활동 지원제도에 관한 논의들은 균질하지 않으며, 다양한 층위와 입장의 논의들이 경합하고 있음을 드러내고 있다. 더불어 파악된 관련 논의의 지형을 토대로 향후 시민사회 공익활동 지원제도 개선의 논의와 실천을 위한 시사점을 도출했다.

영문 초록

The purpose of this study is to understand the configuration of discourse on support institution about activity for public good in civil society of Korea. In this thesis, I describe the stream of discourse on support institution through three theme; repeal of preferential support for particular, enaction/revision of The act about support for NP-NGO, governance of support. And I compart the field of discourse on support institution based on two dimension. The one is degree of change, which has three levels; revision of institution, reform of relation style between public and voluntary sector, governance for support civil society. The other is three position of important stake-holders; public administration which wants efficient management, politics which wants control based on contradictive political interest, civil society which wants effective support. It is came out that the discourse field is not homogeneous but constituted by several different levels and positions which compete against each other. Based on this examination, I try to suggest some tactical implications for change of support institution about activity for public good in civil society.
